NCG530075 Ziegler.
We called Van Ziegler. According to him, the Zieglers have never operated this farm. They operate one upstream of this
farm.
We inspected this farm based on the location information. It is located at a campground called "At the
Ridge". http://attheridge.com/
The trout farm was not in operation during our site visit. We are sending them information on the NCG53 permit in case
they intend to operate a trout farm here.
At this point, please make NCG530075 inactive as well. ,e-"

PART IV - EVALUATION AND RECOMMENDATIONS
Headwater Trout Farm has submitted the Division Trout Farm
Questionnaire indicating that the facility was producing more than
20,000 pounds per year and feeding more than 5,000 pounds of feed in
maximum month of feeding. This level requires issuance of a NPDES
Permit. It is recommended that a permit be drafted for this operation
in accordance with trout farm permitting procedures previously
developed. It is intended for all trout farm permits to be issued at
the same time scheduled for later this year.

Can you make this one inactive. We did a drive by today. There are two offline ponds with no trout in them. Nobody
was present during the inspection. This site does not appear to be in operation. The local NCSU extension agent that
works with all the trout farms has never heard of this farm.

All I have is this poor -quality map from 1999. The closest address match I can find is:
18230 NC Hwy 209, south of Hot Springs
The owner of record (Marshall Justice) does not appear on any tax parcels in the Madison County GIS, so he may have
sold it at some point since 2002.

In response to your renewal application for continued coverage under general permit NCG530000, the Division of
Water Quality (DWQ) is forwarding herewith the reissued wastewater general permit Certificate of Coverage
(COC). This COC is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency,
dated May 9, 1994 (or as subsquently amended).
The following information is included with your permit package:

* A copy of General Wastewater Discharge Permit NCG530000
* A copy of a Technical Bulletin for General Wastewater Discharge Permit NCG530000
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require
modification or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by DENR or relieve the permittee from responsibility
for compliance with any other applicable federal, state, or local law rule, standard, ordinance, order, judgment, or
decree.

forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division of
Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the
certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act
