The project is along an existing transmission corridor and will require Duke Energy to obtain a leased parcel within Cumberland County. The prior use of the existing parcels effected varies, however the project will not change the existing land use. Prior to construction, a Duke Energy construction contractor will install erosion control measures to encompass the anticipated construction limits. Predevelopment conditions will be restored, and the area will be stabilized prior to completion of construction. An avoidance and minimization of disturbance approach has been incorporated into the design of the erosion control measures by utilizing existing access points and stabilized right-of-way access routes, whenever possible. Erosion control measures are indicated herein for permitting use only by NCDEQ.The initial project duration is anticipated to start in September 2024 and be completed in June 2025. The storm drainage from this project drains to the Cape Fear River, "WS-C". The site is within the Cape Fear River Basin. The entire site disturbance area is approximately XX.XX acres. This report pertains solely to the Erwin-Fayetteville East 115kV—Old Bluff Church Road Laydown Yard project. 2.0 Erosion and Sediment Control Measures All vegetative practices and erosion and sediment control features shall be designed,constructed,and maintained to control runoff resulting from the 2-and 10-year frequency storms. 2.1 Temporary Gravel Construction Entrance/Exit A construction entrance will be needed to clean the tires of vehicles and equipment during wet conditions. There is a low potential for tracking mud and sediment onto adjacent local streets, however a construction entrance will be proposed to minimize impacts offsite. 2.2 Silt Fence Silt fences will be provided down gradient of the proposed site impacts at the locations shown on the drawings. The sediment fences will act as a filter for sediment laden runoff flowing from nearby construction areas.Silt fence outlets will be placed at any low points along the silt fence to allow collected runoff to pass through without overwhelming the fencing. A double row silt fence design will be utilized at temporary stockpile areas. 3.0 Vegetative Stabilization Vegetative cover shall be re-established within 14 calendar days or less as per NPDES Stabilization Requirements after completion of the activity. See the table on Sheet 2 of the Land Disturbance plans for more information on stabilization timelines.Temporary and permanent seeding specifications area included on Sheet 2. creating experiences through experience 2 of 10 IM MCADAMS OLD BLUFF CHURCH ROAD LAYDOWN YARD> EROSION CONTROL REPORT 4.0 Maintenance 4.1 Temporary Gravel Construction Entrance/Exit Maintain the gravel pad in a condition to prevent mud or sediment from leaving the construction site. This may require periodic top dressing with 2-inch stone. After each rainfall, inspect any structure used to trap sediment and clean it out, as necessary. Immediately remove all objectionable materials spilled, washed, or tracked onto any roadway. 4.2 Silt Fence/Silt Fence Outlets Silt fence and silt fence outlets shall be inspected at least once a week and after each rainfall (1-inch or greater). Should the fabric of a silt fence collapse, tear, decompose, or become ineffective, replace it promptly. Remove accumulated sediment as necessary when one-third of the storage capacity is reached to provide adequate storage volume for the next rain and to reduce pressure on the fence. Take care to avoid undermining the fence during cleanout. Remove all materials and unstable sediment deposits and bring the area to grade and stabilize it after the contributing drainage area has been properly stabilized. At the outlets remove sediment contaminated stone and replace, as necessary. 5.0 Erosion Control Methodology 5.1 Staging The erosion control plan addresses the complete construction activities for this temporary laydown yard. The plans include an Erosion Control Plan Stage 1 that places erosion control measures for the initial site installation activities. Stage 2 shows the temporary site installations being removed with erosion control measures in place. 5.2 Silt Fence The existing drainage patterns of the site exist in such a way that less than an acre of land contributes runoff to an existing drainage structure. The proposed layout creates the same scenario of less than an acre of land contributing runoff to any drainage structure. 5.3 Swale Lining Calculations Swale lining calculations were performed using calculated velocities and shear stress values based on static flow equations and interpolating Manning's n value per Chapter 8 of the NCDEMLR Erosion and Sediment Control Planning and Design Manual. Permanent lining calculations are based on the 10-year storm while the temporary lining calculations are based on the 2-year storm. A temporary lining has been specified for all swales based on a velocity of 2 ft/s or greater.
