DEQ may grant Representative Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply. If Representative Outfall Status is granted,ALL outfalls are still subject to the qualitative monitoring requirements of the facility's permit—unless otherwise allowed by the permit(such as NCG020000)and DEQ approval. The approval letter from DEQ must be kept on site with the facility's Storm water Pollution Prevention Plan. We are making this request to ease the burden of analytical monitoring requirements on outfalls for drainage areas with the same work operations.A site map of the stormwater system has been attached for your reference. Please see below for an explanation for each request. SDO#3—The southern drainage area conveys stormwater to SDOs#2, #3, and #8. All three outfalls discharge stormwater drained from roadways and yard areas adjacent to biological treatment process tanks. Facility work performed in this area consists of inspection rounds and equipment maintenance that is routinely performed on top of the treatment structures. There are no chemicals stored in this drainage area without secondary containment. SDO#6—The northern drainage area conveys stormwater to SDOs#5, #6, and#9.All three outfalls discharge stormwater drained from roadways adjacent to our biological treatment process tanks. The facility work performed in this stormwater drainage network is the same as described above for SDO#3 and there are no chemicals stored in this area without secondary containment. Although there is no analytical sampling data available for these SDOs, inspections performed monthly (dry-weather) and biannually (wet-weather) have not indicated the presence of non- stormwater discharges.
