evaluate the project's effects on water quality. Several key items needed for review were
missing from the application, specifically:
1. The Proposed Impacts Inventory ofthe application ionot complete. Please fill out
the Buffer Irn.pacts tables (Section C, Item 1) listing at( buffer impacts in both zones
inciuUino their type.reason, and total area insquare feet. [15A NCAG02B.0611!
(b)(1)(D)J
2 The included map o[the proposed map does not include measurements or
accurate location information. P(eoma provide a map that shows the exact
dimensions of the cart path, including length and width, and its actual location on
the property, including where it will be located within each buffer zone. [1 5A NCAC
02VB8611(b)(1)(F)l
3. The application does not include sufficient information or explanation for Avoidance
and Minimization (Section D, Items la and 1 b). Please specifically describe
measures taken to avoid or minimize proposed impacts in designing the project. For
this project, since the purpose of the project is a path leading from the house to the
dock, please explain why the site plan included in the application depicts a circular
path through the buffer zone with no apparent connection to the dock. Please
explain why this plan for this activity cannot be practically accomplished, reduced,
relocated, or reconfigured to avoid or better minimize disturbance to the riparian
buffar.[15ANCACU2B.O811(1)({))]
Cart Path
Attached are several Diagrams fo,ravexxTheMrstisannopmhmmingtheprmpertyourney
existing home, and existing retaining watt. The New Proposed cart path is outlined. Total
Length is approx. 300 feet, approx. 8 feet wide, with a circular turnaround at the bottom end
measuring approx. 16 feet diameter. The Cart Path will not interfere with the Zone 1 Buffer.
The turnaround will be located in the zone 2 buffer.

2. Grading for cart path, gravel cart path wilt be graded with circular turnaround.
Allowable, Catawba, no mitigation, zone 2 impact approx. 600 sq ft
3. Removal of individual Trees, Diseased or dead, Allowable, Catawba, no, zone,
4. Removal of individual trees causing a threat to property, allowable, Catawba, no
mitigation, zone 1 impact, 0 sq ft
Specifically describe measures taken to avoid or minimize the proposed impacts in designing
project.
Path Wilt make turns/ curves to avoid large established hardwood trees, Erosion fencing will
be installed,
Repositioning of Natural Stones from the property will be used as stepping stones to require
minimal digging/disturbance to soil.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through
construction
Erosion Fencing will be installed, Path construction will be completed in a manner to manage
water runoff in numerous directions, so that it is not heavily concentrated. All water runoff
ditches will have erosion stone placed in them. All steep embankments from grading will have
erosion stone placed on them for protection. Construction will be conducted in a manner so
that soil will be exposed for the shortest possible amount of time. Minimal vegetation will be
harmed with the entire process.
