As you can see on our plans, our surveyors did not show the shoulder as wetlands, which may have been an oversite or
the fact that we had originally planned to stay 100% within ROW with this force main (in this particular area). We are
having to get easement here in order to avoid crossing directly under the storm structures for Canoby Creek.
We can require the contractor to start the directional drill on the north side of the intersection of NC Hwy 32 and
Roosevelt Road. There is significantly more room to operate on that end of the drill. This way, the only disturbance to the
shoulder of Hwy 32 will be a small receive pit, which is about the same size as the trench to install the force main. I have
attached a PDF of that construction drawing, for your review.
Can you give me a call this afternoon to discuss? I am still a bit unclear as to what is needed in order to issue the
verification and feel like a phone call will clear this up quickly.

All I needed was the revised PCN. The verification has to be issued to an individual and that info was not on the original
application. The information that I sent you regarding the wetland location is for the project (attached again). It appears

that the shoulder of NC32 is a little narrow and steep for directional drilling. If by chance the project changes you have the
wetland info so impacts can be avoided when staging equipment in that area. I should have the verification issued today.

I went by the site today and reviewed the impact areas. The crossings at S1 and S2 are not jurisdictional. The crossings at
S3 & S4 are jurisdictional. At S4 there are wetlands within the new ROW. Keep in mind that if the project moves more
than 5 feet off of EOP as indicated on the plans wetland impacts will need to be avoided or quantified. I attached an aerial
of the wetlands adjacent to the project area. Be sure the town and the contractor understands that they should stage
equipment outside of waters and wetlands during the directional drilling process. I will remove the proposed impacts
from the PCN for S1 and S2. The verification for the NWP 12 will be sent out as soon as you send me the information
requested in yesterdays email. If you have any questions feel free to contact me.
