Learn why this is important PNAs can be in either inland water or coastal water designations. This is often where there is some confusion. They are not noted as "inland PNA" or "Coastal PNA" and many map/GIS resources are only showing coastal PNA's. PNA designations in inland waters are listed in statute. Also, unnamed tributaries or canals usually receive the same designation as the receiving waters, so they too would receive PNA protections. Additionally, the process to designate a waterway as PNA can be difficult therefore there are a lot of areas that function as a PNA but may not be officially designated even with presence absence data to support it. For all the above -mentioned reasons it's best to coordinate with WRC and DMF to make this determination. Travis W. For future projects, can you please direct me to the best database resource/GIS mapper that should be utilized to accurately identify which waters are PNAs, since I found conflicting data in my review of existing databases? Additionally, WRC prefers spanning structures, where culverts are used a single culvert should be sized to carry normal flows without increasing velocities due to constriction. Travis W. Good afternoon Travis, I am reaching out concerning a project in Dare County that is proposing to replace the culvert carrying the canal (an unnamed tributary to Jean Guite Creek) under Trinitie Trail in Southern Shores, NC (see attached figure) with the hopes of getting some clarification about any potential applicable moratoria or comments the NCWRC may have for this project. Based on coordination with the NCDCM and database reviews, the unnamed tributary (UT) to Jean Guite Creek at the Trinitie Trail crossing is designated as PNA Inland Waters. Can you please provide any input you may have for this crossing? As of May 26, 2023, the US Fish and Wildlife (USFWS) Information for Planning and Conservation (IPaC) website lists thirteen federally listed species protected under the Endangered Species Act (ESA) as known to occur within the project vicinity, including northern long-eared bat (NLEB), West Indian manatee, eastern black rail, piping plover, red knot, red - cockaded woodpecker (RCW), American alligator (SAT), green sea turtle, hawksbill sea turtle, Kemp's Ridley sea turtle, leatherback sea turtle, loggerhead sea turtle, and seabeach amaranth. Bald eagle is also known to occur in Dare County and is protected under the Bald and Golden Eagle Protection Act (BGPA). A review of the NC Natural Heritage Program (NCNHP) element occurrence database records (updated April 2023) indicates that there are no known occurrences of any federally protected species within the project. However, the NCNHP database indicates one historical occurrence of shortnose sturgeon and one current occurrence of Atlantic sturgeon, loggerhead sea turtle, green sea turtle, and leatherback sea turtle within 1.0 mile of the project. Additionally, the project study area was delineated on May 10, 2023 and no jurisdictional wetlands or Coastal Wetland AECs were identified within the project study area.
