Installation of the culvert is necessary to improve and upgrade the Norfolk Southern rail system in order to maintain reliable rail service. Hanson Professional Services Inc. (Hanson) is serving as the authorized agent for Norfolk Southern, the applicant. The following sections and attachments, including the Pre-Construction Notification, provide notification for the minor impacts associated with replacement with installation of the culvert within Bridge EC-23.8. Attachment A — Pre-Construction Notification Attachment B— EC-23.8 Culvert Installation Plans Attachment C — Figures Attachment D — Photographs Attachment E— USFWS IPac Report PROJECT DESCRIPTION The purpose of the project is to install a 66 inch steel culve�t within the existing Bridge EC-23.8. The existing bridge is located at latitude 35.269149 and longitude -77.618029 in Kinston, Lenoir County, North Carolina. The culvert installation plans are included in Attachment B and the project location can be seen on the figures in Attachment C. Bridge EC-23.8 is a brick arch crossing an unnamed tributary and was constructed around 1957. Original bridge drawings could not be found to provide an exact age of the structure. Norfolk Southern plans to leave the brick arch in place and install a 66 inch steel culvert within the arch. Flowable fill will be placed to fill the void between the culvert and brick arch. The culvert will be 40 feet long and.about 10 linear feet of riprap will be installed up and down stream of the culvert to prevent scour. About 60 linear feet (0.008 acre) of the unnamed tributary will be impacted by the placement of less than 13 cubic yards of fill material. 15R0117 _ - �� All construction materials will be hauled by rail cars to the site and will be stored in upland areas already covered in rock and stone along the Norfolk Southern right-of-way. Tree clearing is not anticipated for the project since all work will be conducted from the existing rail lines and areas within the already cleared Norfolk Southern right-of-way. Due to the methods of construction, impacts to waters of the United States will be minimal. WETLAND DETERMINATION A Hanson biologist conducted a wetland determination on August 25, 2015 of Bridge EC-23.8 and areas within Norfolk Southern right-of-way, using methods described in the Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Atlantic and Gulf Coastal Plain Region and the 1987 Corps Wetland Delineation Manual. Bridge EC-23.8 crosses an unnamed tributary that will likely be considered a water of the United States due to the presence of a defined bed, bank and ordinary high water mark (OHWM). A map showing the area observed and photograph locations is included on Figure 4 in Attachment C. A photographic summary of the site is included in Attachment D. Prior to the wetland delineation, Hanson reviewed the U.S. Geological Survey (USGS) topographic map, National Wetland Inventory (NWI) Map, Natural Resources Conservation Service (NRCS) soil map, and aerial photographs for information concerning the site. Copies of the maps are included in Attachment C. The unnamed tributary was not shown on the USGS or NWI maps. Areas observed outside of the unnamed tributary were generally as depicted on the maps. No wetlands were observed adjacent to the unnamed tributary within the Norfolk Southern right-of-way and project area. Areas outside of the Norfolk Southern right-of-way and project area were not included in the wetland delineation since they will not be disturbed by the project. The unnamed tributary was observed to be about 6 feet wide, with a 1-foot OHWM and contained flowing water at the time of the site visit. The tributary flows through urban areas of Kinston and is crossed by the Norfolk Southern rail line, West Vernon Avenue and a commercial business entrance before its confluence with the Neuse River south of the project area. Due to the presence of a defined bed and bank, and OHWM, the unnamed tributary will likely be regulated by the USACE. Areas adjacent to the unnamed tributary within the Norfolk Southern right-of-way were covered in gravel and rock to protect the existing rail embankment and bridge structure. Evidence of hydrology was not present and soil samples could not be obtained due to the presence of rock and gravel in the area. Vegetation within the Norfolk Southern right-of-way was sparse and dominated by weedy upland vines such as Convolvulus equitans, (FACU) and Ipomoea purpurea (UPL). THREATENED AND ENDANGERED SPECIES INQUIRY Hanson collected information from the U.S. Fish and Wildlife Service (USFWS) IPaC web site regarding species of concern in the area of Bridge EC-23.8. The IPaC database listed one bird and one plant potentially within the range of the bridge. Due to the methods of construction the project will have a minimal impact to the unnamed tributary and adjoining area and should not adversely impact any threatened and/or endangered species. The species list fulfills the requirements of the U.S. Fish and Wildlife Service (Service) under section 7(c) of the Endangered Species Act (Act) of 1973, as amended (16 U.S.C. 1531 et seq.).
