Attached is a copy of the original renewal letter, submitted February 28, 2020, and the renewal application package,
submitted July 23,2020, for the renewal of Murphy -Brown LLC Distribution of Animal Residual Solids Permit,
WQ0037487. This permit was originally assigned to Murphy -Brown LLC Farm 2029, AWS310740. In February 2022, Farm
2029 was sold to Hilton Agribusiness and renamed the Victory Farm. I was unaware until recently that the residuals
permit, originally assigned to this farm, was currently under review and that the ownership was showing to have been
transferred to the Victory Farm. The ownership of the residuals permit was not supposed to transfer to the new owner
of that farm.
During our phone conversation on October 4, 2023, you asked me to send a copy of the renewal application information
previously submitted (attached) along with the name of another company owned farm to assign this permit to. Please
assign the residuals permit to the Murphy -Brown LLC Harrells Farm, AWS820028, and proceed with renewing/issuing
this residuals permit. We have continued to operate this residuals program according to the requirements of the original
residuals permit while awaiting its renewal.
