Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This permit includes no major changes from the draft permit sent to you on April 26, 2005. However a
error correction had been made with this Final Permit. The NH3-N Limit is required year around (Not just April through
October)
Note that the Total Residual Chlorine (TRC) limit in this permit takes effect February 1, 2007, If you wish to
explore dechlorination options in order to comply with the limit, consult the enclosed guidance document.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this
letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General
Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions included herein.
The Lake Norman Woods Homeowners Association is hereby authorized to:

1. The daily average dissolved oxygen effluent concentration shall not be less than 6.0 mg/L.
2. Summer is defined as the period from April 1 through October 31, while winter is defined as November
through March 31.
3. Daily is defined as 7 days per week including Saturday, Sunday, and Holidays during the summer months
and 5 days per week during the winter months.
4. Limit takes effect February 1, 2007. Until the limit takes effect, the permittee shall monitor TRC (with no
effluent limit).
5. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

A(2.) SPECIAL CONDITION — Spill Notification
(a) Contacting Public Health Directors
The facility must notify the Catawba, Lincoln, Mecklenburg and Rowan County Public Health Directors
within 12 hours of first knowledge by the owner/operator of any discharge of untreated wastewater to waters of the
State or a discharge from the wastewater treatment plant that has not received adequate disinfection due to a
malfunctioning treatment unit.

The facility must notify the public of untreated wastewater spills. Wastewater facility owners or operators
must issue a press release after a discharge to surface waters of 1,000 gallons within 48 hours of first knowledge of
the spill by the owner/operator. The press release must be issued to "all electronic and print news media outlets
that provide general coverage in the counties (Catawba, Rowan, Mecklenburg, and Lincoln) where the discharge
occurred." A copy of the press release must be maintained for one year by the owner/operator. This press release
is required in addition to the permit requirement of contacting the North Carolina Division of Water Quality
(DWQ).
If a discharge of 15,000 gallons or more reaches surface water, a public notice is required in addition to the
press release. The public notice must be placed in a newspaper having general circulation in the County in which the
discharge occurred and the county immediately downstream. At a minimum the notice should be published in the
newspaper of general circulation in Catawba, Rowan, Mecklenburg, and Lincoln Counties. If a discharge of
1,000,000 gallons of wastewater or more reaches surface waters, the DWQ regional office must be contacted to
determine in what additional counties, if any, a public notice must be published. A copy of these public notices and
proof of publication must be sent to the DWQ to the attention of "Non Discharge Compliance Enforcement Unit"
at the letterhead address within 30 days of publication. The minimum content of the notice is the location of the
discharge, estimated volume, water body affected and steps taken to prevent future discharges.

the end of Palomino Lane and turn left on Marina Lane. Travel 0.1 mile, and the entrance
to the W WTP is located on the left side of Marina Lane.

area is limited due to the proximity of adjacent lots.

enters the main channel of the Catawba River at the upper end of Lake Norman.
The lake is used for primary and secondary recreation, and as a water supply

previous two years: There have been no ATCs issued to this facility in the past
two years nor are any proposed in the foreseeable future.
e. Description of existing or substantially constructed WWT facilities: The existing
WWT facilities consist of an influent flow equalization basin, a bar screen, a
diffused aeration basin, a clarifier, a chlorine contact chamber with tablet
disinfection, post aeration, and stand-by power.
f. Description of proposed WWT facilities: There are no WWT facilities proposed at
this time. Dechlorination will likely be added to the permit upon renewal.
g. Possible toxic impacts to surface waters: There are no toxic impacts expected,
however, chlorine is added to the waste stream.
h. Pretreatment Program (POTWs only): Not Needed.
2. Residual handling and utilization/disposal scheme: Residuals are removed by Catawba
Plumbing and Septic Tank Service and taken for disposal to the City of Newton WWTP.

PART III - OTHER PERTINENT INFORMATION
1. Is this facility being constructed with Construction Grant Funds or are any public monies
involved (municipals only)? No public monies were used in the construction of this
facility.
2. Special monitoring or limitations (including toxicity) requests: A residual chlorine limit is
expected to be added to the permit upon renewal. In addition, this facility will likely
receive the summer weekend and holiday effluent fecal monitoring that is being added to
all facilities treating domestic wastewater that discharge into Class B waters throughout the
Catawba River basin.
3, Important SOC/JOC or Compliance Schedule dates: This facility is neither under an SOC
nor is one being considered at this time.
4. Alternative analysis evaluation
a. Spray Irrigation: Insufficient area, restrictive topography.
b. Connect to regional sewer system: There is currently no regional sewer system
available to the site nor is one being considered at this time.
C. Subsurface: Insufficient area, restrictive topography.
d. Other disposal options: None that we are aware.
PART IV - EVALUATION AND RECOMMENDATIONS
The permittee, Lake Norman Woods Homeowners Association, has requested renewal of
the subject permit. There have been no changes to the either the permit or the WWTP since the
permit was last renewed.
This facility has historically been plagued with low influent flow, which resulted in
operational challenges that made it difficult to maintain compliance with the NPDES permit.
Current flows average around 0.0015 MGD, and with a design flow of 0.025, the WWTP is
receiving roughly 6% of the plant's total hydraulic capacity. Fortunately, operational adjustments
have enabled the plant to effectively meet its assigned effluent limitations with only an occasional
limit violation. Also development in the subdivision is slowly increasing, which should help
improve operation of the plant.
Pending receipt and approval of the draft permit, it is recommended that the permit be

Lake Norman Woods WWTP, Catawba County, NC
Dear Mr. Weaver:
Enclosed are the requested documents for renewal of the NPDES permit. The Lake
Norman Woods Homeowners Association, a non-profit organization, owns this waste
water treatment plant and sewer system. This treatment plant serves the Lake Norman
Woods subdivision in Catawba County, located at the east end of Monbo Road. Sixteen
of the thirty-five lots have houses, inclusive on one under construction. The effluent is
discharged into Lake Norman (see attached map and Duke Power easement).
Statesville Analytical, Inc. 122 Court Street, P.O. Box 228, Statesville, NC 28687 is
contracted by Lake Norman Woods HOA to operate the treatment plant. The ORC is
Jerry Rogers (certificate # 7752) and the backup operator is Dena Meyers (certificate #
986288).
