Dear Mr. Brotherton:
A letter of request for an Authorization to Construct was received September 19,
1988, by the Division and final plans and specifications for the subject project have
been reviewed and found to be satisfactory. Authorization is hereby granted for the
construction of a 0.032 MGD wastewater treatment facility consisting of modifications
and additions to the existing facilities which will consist of reshaping the existing
lagoon, lining with a 36 mil. hypalon liner, and the addition of a 2 HP floating
aerator, a 4,200 gallon capacity settling tank with a hopper bottom and sludge return
pump, a 30 GPM effluent pump, a 2,800 gallon filter equalization tank, a multimedia
pressure filter unit which consists of dual filter units, a 30 GPM filter feed pump,
and a backwash storage tank, the utilization of the existing chlorination and
dechlorination facilities, standby power, an influent flow meter and an effluent
recording flow meter and all other piping, valves, and appurtenances to serve the Mt.
Pisgah Lodge and Recreational Area -Blue Ridge Parkway. Upon the construction of these
facilities, the following treatment components will be ab.;ndoned: the Imhoff tank,
the sludge drying bed, the trickling filter and recirculation system, the secondary
clarifier, and the sand filter.

This Authorization to Construct is issued in accordance with Part III paragraph B
of the NPDES Permit No. NC0072729 issued February 8, 1988, and shall be subject to
revocation unless the wastewater treatment facilities are constructed in accordance
with the conditions and limitations specified in Permit No. NC0072729.
The Permittee must employ a certified wastewater operator in accordance with Part
III paragraph C of the referenced permit.
The sludge generated from these treatment facilities must be disposed of in
accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.
Any monitoring deemed necessary by the Division of Environmental Management to
insure surface and ground water protection will be established and an acceptable
sampling reporting schedule shall be followed.
Prior to the installation of the lagoon liner, the subgrade shall be cleared of
any gravel, rocks, or other debris or a protective layer of clean fill material shall
be added to ensure that the 36-mil hypalon liner is not damaged.
Following the installation and inspection of the lagoon liner and prior to the
start of waste disposal operations, certification of the liner's compliance with
approved construction specifications and the liner's integrity must be provided to the
Division's Groundwater Section by the project engineer.
The outlet pipes of the lagoons underdrain system should be periodically
inspected to help determine if leaks are occurring.
The Asheville Regional Office, telephone number ('l04) 251-6208 shall be notified
at least twenty-four (24) hours in advance of operation of these facilities. Such
notification to the Regional Supervisor shall be made during the normal office hours
from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays.
In the event the facilities fail to perform satisfactorily in meeting its NPDES
permit effluent limits, the permittee shall take such immediate corrective action as
may be required by this Division, including the construction of additional wastewater
treatment and disposal facilities.
Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer certifying
that the permitted facility has been installed -in accordance with the Authorization to
Construct and the approved plans and specifications. Mail the Certification to the
Permits and Engineering Unit, P. 0. Box 27687, Raleigh, NC 27611-7687.
A set of the approved plans and specifications for the subject project must be
retained by the Permittee for the life of the project.
