Department of the Interior National Park Service Mt. Pisgah Lodge ✓r Recreational Area Blue Ridge Parkway Wastewater Treatment Facilities Haywood County Dear Mr. Brotherton: A letter of request for an Authorization to Construct was received February 26, 1988, by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of a 0.032 MGD wastewater treatment facility consisting of modifications and additions to existing facilities which will consist of the construction of a 1,592 gallon capacity chlorine contact chamber with a minimum of 30 minutes contact time, the modification of the existing contact chamber to include baffles for use as a dechlorination chamber with approximately 28 minutes of detention time, standby power and housing, and all other piping and appurtenances to serve the Mr. Pisgah Lodge and Recreational Area -Blue Ridge Parkway. Authorization to Construct is also granted for the installation of dual 1500 gallon capacity baffled septic tanks in series to serve as holding tanks for the wastewater dumping station near the campground at the Pit. Pisgah Lodge and Recreational Area. - This Authorization to Construct is issued in accordance with Part III paragraph B of the NPDES Permit No. NCO072729 issued February 8, 1988, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0072729. The Permittee must employ a certified wastewater operator in accordance with Part III paragraph D of the referenced permit. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina Division of Environmental Management. Bar 27697, Pakigh, North Carolina 27611-7697 Telephone 919L733-7015 The Asheville Regional Office, telephone number 704/251-6208 shall be notified at least twenty-four (24) hours in advance of operation of these facilities so that an in -place inspection can be made. Such notification to the Regional Supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. In event the facilities fail to perform satisfactorily in meeting its NPDES permit effluent limits, the Permittee shall take such immediate corrective action as may be required by this Division, including the construction of additional wastewater treatment and disposal facilities. The approved design provides for the elimination of the existing polishing lagoon, dosing siphons, surface sand filter, and nitrification field from the treatment process; however, a valve is to be installed in the effluent line which will enable the use of the lagoon and sand filter in emergency situations. Appropriate sampling ports will be provided to evaluate the emergency facilities. Prior to using the emergency facilities, plans and specifications for refurbishing and modifying (as necessary) the sand filter, polishing lagoon or other treatment facilities must be approved by the Division. The Permittee should erect a sign near the mouth of the natural effluent channel (discharge to the unnamed tributary) and immediately downstream of the discharge that advises the presence of "Treated Domestic Wastewater." Prior to removing any waste sludge from the Imhoff Tank, the Asheville Regional Supervisor should be notified which wastewater treatment facility will be accepting the waste sludge. If the existing sludge drying beds are used, the Division must approve the disposal site for the dried sludge. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications.
