The North Carolina Wildlife Resources Commission, in partnership with the City of Asheville,
is submitting a PCN for NWP 18 & 36 for French Broad River access improvements in Asheville's
River Arts District. The project consists of 2 improvement elements within a quarter mile of each
other. The first improvement is renovating an existing river access steps structure within Jean Webb
Park. The second improvement is construction of a new public boat ramp and parking lot

The project is proposed on City of Asheville property in the River Arts district on Riverside Drive. The 2 project components are one quarter mile apart.
Jean Webb Park is current development on the property consisting of a gravel parking lot and poor condition steps access to the river. Adjacent
property is undeveloped and grassy. There are businesses and commercial development across the street.

At Jean Webb park, the new access steps are the same width as the existing being replaced and the steps profile was designed to mimic shoreline
slope to prevent additional grading /potential erosion.
At Craven Street, the new boat ramp was designed to avoid needing dredging.
At Jean Webb steps, a lower level of river boulders is proposed to prevent gravel washout from underneath the new structure at low water levels.

At recommendation of WRC- Habitat Conservation, silt fence will be used for upland construction to prevent sediment in river. Concrete boat ramp slab
will be, poured and cured on high ground and pushed into,place on -grade with a bulldozer to prevent live concrete from coming into contact with water.
Lumber steps will be pre- framed and placed at lower levels to minimize disturbed area of shoreline.

NCWRC does not have additional improvements planned along this stretch of river. The Craven Street Bridge BAA new development is a complete
access area that includes parking and no expansion is planned. The Jean Webb access already had an existing gravel parking lot and additional
upland development is not necessary at that access point.

NCWRC, in partnership with City of Asheville, proposes 2 improvements along the French Broad River on
City Property. These 2'improvement sites are one quarter of a mile apart along Riverside Drive. NCWRC
plans to construct access structures at the same time if all permits can be obtained in the same time
fra me.
Jean Webb Park steps access renovation:
The existing steps structure in the park is in poor condition. It is framed with old timbers and the
gravel /dirt fill has washed out. NCWRC proposes to remove the existing structure and construct a new
steps access structure of the same width (17') downstream about 50 -60'. The new structure would be
constructed of 8x8 lumber, gravel, and concrete. Beyond the lowest step would be a row of river
boulders to prevent washout at extreme low water levels. No live concrete would come into contact
with the water. NCWRC crew would demolish the existing and construct the new steps using excavator
and skid steer.
The area where the existing steps are to be removed would be regraded and stabilized by mats and
vegetation.
Craven Street Bridge Boating Access Area new development:
This project is at the corner of Craven Street and Riverside Drive. It is proposed to consider of a 15' -wide
concrete boat ramp with an 8' -wide floating dock parallel to it. NCWRC proposes the 8' -width to assist
users of all capabilities (including those with disabilities and limited mobility for any other reason) and
because that width is necessary to assist users loading equipment, gear, and small boats such as kayaks
at the facility. NCWRC has found that docks narrower than 8' in width have potential to be unstable and
therefore unsafe for the public. NCWRC crew would construct the new boat ramp using excavators and
bulldozer. The concrete slab would be poured on high, level ground and live concrete would not come
into contact with the river. The ramp base and proper subgrade would be constructed and then the
cured concrete slab will be pushed into place with a bulldozer.
The upland portion of the project will consist of an asphalt parking lot with spaces for both single
vehicles and vehicles pulling trailers. The parking lot will also contain a large landscaping island and has
been coordinated with future greenway development.
