Please note that the Town understands that the emergency overflow will serve only as an interim solution to the greater VI problem. The Town has pursued the matter in order to further protect surface waters in the short term. Also, please be aware that the Town currently has an outstanding Clean Water Bond grant application for the replacement of approximately 7,5001f of 8" terra cota sewer line. The Town has cleaned and videotaped this line and found it to be a major source of 1/I which ultimately impacts the Lyman Street Lift Station. The Town is also considering other financing options should the grant application prove unsuccessful. Your request that a letter be submitted stating the completion of the project according to plans and specifications will be honored upon final inspection by the Town's consulting engineer. Box 1014 Boiling Springs, North Carolina 28017 Dear Mr. Howell: A NCDENR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND N,'WURAL RESOURCES Subject: Permit No. NCO071943 Authorization to Construct Project No. 071943ACA Boiling Springs WWTP Cleveland County The Division received a letter of request for an Authorization to Construct on September 20, 1999 and final plans and specifications for the subject project have been reviewed. The proposed project scope includes the installation of an emergency overflow bypass for the referenced pump station. After reviewing the project scope the Division has concluded that an Authorization to Construct for this project is unnecessary. Please be advised, the proposed project is considered an interim solution to the excessive IR flows. It is expected that the Town will continue pursue the reason for excessive I/I flows and take appropriate measures to correct the problem. Though the requirement for an Authorization to Construct has been waived, the Division requests that upon project completion a letter be submitted acknowledging that the project has been completed according to plans and specifications. I� September 9, 1999 Mr. Rex Gleason NCDENR Land Quality Section 919 North Main Street Mooresville, NC 28115 RE: Town of Boiling Springs Lyman Street Pump Station Modification Dear Mr. Gleason: This letter with accompanying plans is to request an Authorization to Construct for an emergency overflow by-pass at the referred pump station. The Town wishes to utilize the nearby abandoned wastewater treatment plant as a temporary holding tank. Occasionally, the pump station cannot keep up with the inflow due to VI. This proposed measure would prevent overflow onto the ground. The high water alarm and autodialer will still be activated before any flow enters the holding tank so that Town personnel can then begin hauling the overflow wastewater to the W WTP.
