NARRATIVE
January -December 2023
GENERAL INFORMATION
The following occurred during the January-December2023 reporting period:
SMITHFIELD PACKAGED MEATS CORP. KINSTON FACILITY (WR007) —
o pH sampling frequency is continuous, with periodic grab samples. The maximum
and minimum are reported for each day, with a list of any specified values that
were outside the limited range. A violation is considered any value outside the
permitted limit range (6-9 units) for more than 30 minutes and/or no more than
four times a day (24 hr. period). No pH value submitted during the 2023
monitoring period was considered a violation.
RECO NC, LLC (WO10)-
o New SIU entered into the Pretreatment Program with the City of Kinston. Reco
produces dishwasher baskets for Electrolux (WR 003) and other dishwasher
manufacturers. Reco is a Categorical Industrial user (CIU) under 40 CFR 433
metal finishing.
• Penalties and fines charged to industries are billed with the biannual surcharges. Receipts
are on file up to June 2023. July — December 2023 fines and surcharges will be sent out
in February 2023.
• Total NOVs issued for 2023: 6 Total Fines Issued for 2023: $600
• *All maximum flows were based off effluent daily sample readings. Total number of
flow samples are pretreatment sample flows performed by the City and Industrial
readings (if they're required to sample).
• Pretreatment Program Information Database sheets updates: Name of current active
facility changed to Johnnie Mosley Regional WRF. Updated NDPES effective date
(2/l/2024) and expire date (1/31/2029), total number of SIU's (8) and CIU's (4), and
headworks received date (3/30/2023). Drop Peachtree W WTP from database, facility has
been demolished.

G. Water conservation.
j� Electrolux considers water consumption to be a significant environmental aspect and takes active steps
to reduce water consumption. Projects that have been completed are closed loop tower for
environmental chambers, reduced overflow for rack pretreatment, and reduction in engineering test
units by combining tests into smaller number of units. Completed recycling of approximately 3Million
gallons of treated waste water back to rack pretreatment was successfully Implemented in October
2016. 2020 update: recycling 6000 gallons used in coating scrubber and stage 4 successfully
implemented and sustained in 2019. 2021 Update: Now recycling 2 gallons per minute used by Rack
coating scrubber. Plan to implement project to reduce water use in stage 4. Targeted reduction is 3
gallons per minute. Scheduled for Oct. 2021 (complete).
