You need to provide me with the responsible party name as required in Section 3 item 3c. You indicated that there was not a responsible party or N/A in that section. To issue a permit for the project I need the name and contact information of the applicant. I plan on being in the area this week and I will look at the crossings that you have proposed. As indicated back in April you have not provided information related to jurisdictional waters or wetlands that are within the project area. I will contact you once I conduct a site visit. If there were wetlands identified, a wetland survey would have been performed. We have topo survey approximately 65 linear feet up the stream, away from the ROW, with no signs of wetlands. Again, I will check with our surveyors on this. One bore pit will be on the north side of Roosevelt Avenue (at this intersection) and the other bore pit approximately 125 LF south of the stream crossing, both pits being located in the ROW. The total easement to be acquired will be less than 1,000 sq. ft., which is under the 1/10 of an acre threshold. Project begins at the Washington County Light Industrial Building (located on Airport Road) and terminates at the Paylor Court Pump Station, which is located just north of this intersection in the Town of Plymouth's Housing Development. Have you had a wetland delineation confirmed for this site? It appears that there are or could be wetlands adjacent to the tributary. Do you have a better depiction as to where the equipment will be positioned to do the boring? Locating the impact sites would help me determine if the project needs permit notification. Additionally will you provide us information as to the scope of this project, ie: beginning and ending point. It is located at the intersection of Roosevelt Avenue and NC Hwy 32, just south of Plymouth. The force main will be installed by trenchless methods (horizontal directional boring 6" Fusible PVC from the south side of Conaby Creek, to the north side of Roosevelt Avenue). No wetlands present, just the stream crossing. After reading the NWP 12 Notification Section, it appears as if we do not need to submit a PCN for this impact. Once you are back in the office and have time to review the attached PDF, please let us know if you concur with my interpretation. According to the NWP 12 Notification section should indicate information needed if a submittal is required. I am out of the office for most of this week in the field. I am working on a project in Washington County, designing a 6" sanitary sewer force main to serve the County's Light Industrial Building. I am crossing a perennial stream, partially in the ROW and partially out of the ROW, and will be acquiring new easement at the crossing, into the stream. I am curious as to whether we need to submit a PCN for this crossing, since it is an allowable crossing with no mitigation required. Can y'all shed some light on this for me?
