FACILITY SUMMARY
The Yanceyville WWTP is a minor municipal facility(flow<1 MGD) that receives 100% domestic
waste. The design capacity for the treatment system is 0.45 MGD and the permitted flow is 0.6
MGD. The facility consists of the following components:

➢ Manual Grit Chamber
➢ Influent Pump Station
➢ Dual Sequencing Batch Reactors
➢ Post Flow Equalization Chamber
➢ Effluent Flow Meter
➢ Chlorine Contact Chamber
➢ Dechlorination Tank
➢ Aerated Sludge Lagoon
RENEWAL SUMMARY

This renewal contains the following changes:
• Updated Section A. (5)to reflect current federal requirements for Electronic Reporting of
Discharge Monitoring Reports.
• Winter ammonia limits have been adjusted to be no less stringent than two times the
summer limit in accordance with 15A NCAC 02B.0404 (c). This new limit will become
effective two years after the date this permit goes into effect.
• Corrected error in effluent table, Mercury monitoring now reflects a monthly frequency
instead of"once per permit cycle" for both 0.45 MGD and 0.6 MGD flow. Limit
remains the same.

I wanted to bring to your attention that the Yanceyville WWTP (NC0040011), currently classified as a
WW-2 facility, is missing a primary Operator in Responsible Charge (ORC).
Gary Stainback (Cert#9674) is currently holding a "Backup" status as an operator for the facility.
Per 15A NCAC 08G .0201—Responsibility of System Owners to Designate Certified Operators:
Owners of classified water pollution control systems shall designate operators certified by the
Commission of the same type and grade as the classification for the system and for each
classification shall:
(1) designate one ORC who possesses a valid certificate of the type and grade at least
equivalent to the type and grade of the system;
(2) designate one or more Back-up ORC(s) who possesses a valid certificate of the type of the

system and no more than one grade less than the grade of the system, with the exception of
no Back-up ORC is required for systems whose minimum visitation requirements are twice
per year

The Division of Water Resources(the Division)became aware of an error in your recently issued permit
(June 5,2017). Review of the components list on the Supplement to Permit Cover Sheet indicates incorrect
components have been listed for the facility. Confirmation of the correct components was verified with the
Winston Salem Regional Office staff.
Accordingly,we hereby forward the modified permit pages to amend your permit changing the components
list on the Supplement to Permit Cover Sheet. Please insert these change pages into your existing permit
and discard the old pages. We regret any inconvenience this causes your organization.
Please note that this permit is not transferable except after notice to the Division. The Division may require

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked, and as of this issuance, any previously issued permit bearing this number is
no longer effective. Therefore, the exclusive authority to operate and discharge from this
facility arises under the permit conditions, requirements, terms, and provisions included
herein.
The Town of Yariceyville
is hereby authorized to:
1. Continue to operate an existing 0.45 MGD wastewater treatment system that
includes the following components:
• Mechanical Bar Screen
• Manual Grit Chamber
• Influent Pump Station
• Dual Sequencing Batch Reactors
• Post Flow Equalization Chamber
• Effluent Flow Meter
• Chlorine Contact Chamber
• Dechlorination Tank
• Aerated Sludge Lagoon
The facility is located at the Town of Yanceyville WWTP, at the end of Pine Street,
south of Yanceyville, in Caswell County.
2. After receiving an Authorization to Construct (ATC) permit from the Division,
construct and operate additional facilities needed to meet the 0.60 MGD effluent
limitations and conditions in the permit. After submitting an engineering
authorization (EA) documenting compliance with the ATC, operate at 0.60 MGD.
3. Discharge from said treatment works via Outfall 001, at the location specified on
the attached map into Country Line Creek [22-56-(3.7)] currently classified C
waters in subbasin 03-02-04 [HUC: 03010104021 of the Roanoke River Basin.
