Also keep in mind that in accordance with ATC minimum design "The following unit processes require multiple components, sized to hydraulically pass the peak hourly flow with one component out of service: i.Preliminary/Primary Treatment: ➢Bar screens A a mechanical bar screen is utilized, a manual bar screen may serve as the dual component only if an automatic bypass of the mechanical bar screen is provided Primary clarifiers ii.Secondary/Tertiary Treatment: ➢Biological treatment units ➢Secondary clarifiers Tertiary filters" Sincerely , Ori From: Weaver, Charles Sent: Thursday, February 29, 2024 7:26 AM To: 'Johnny Armstrong' <johnny.armstrong@noc.com>; Tuvia, Ori A <ori.tuvia@deq.nc.gov> Cc: Andrew Stanfield <andrew.stanfield@noc.com> Subject: RE: [External] Nantahala Outdoor Center WWP - replacing existing WWTP Johnny — I'm sending your question to Ori Tuvia, who oversees the Authorization to Construct permits for our program. I don't know the answer to your question but I believe he will. Ori — see the email chain below. This facility wants to replace their existing WWTP with no change in permitted capacity. However, the proposed replacement would be smaller than their existing plant. Would this require an AtC? I know that in the past replacing components like -for -like didn't require an AtC, but this is not exactly like -for -like. I'd appreciate your help with this. Please respond to Mr. Armstrong and copy me [so I won't have to ask you this in the future]. Thanks! i Charles H. I 'm sorry to keep bothering you with questions. Right now, we are permitted for 40k a day. Our current average is 4k a day. Max daily was around 10k and that was for approximately a 3-day period. The plant that was suggested us , is a MBR system that can be added onto over time. The company says we can put in enough to do 12k a day since that is more than our daily flow and it will be fine because we could add on as we needed more. If we stay at 40k a day permit, will we have to install enough of the filter system to do 40k or the 12k that is above our average flow ? If we just replace the equipment, we currently have with the same equipment do we need the ATC permit. The only thing that would be different is the new equipment has sensors that will help us monitor more closely than what we have now. If you wish to replace the existing facilities with a new WWTP of the same capacity, your NPDES permit does not need to be modified. If you wish to have increased flow, a new (modified) permit must be issued prior to construction of the WWTP. This will take at least 180 days to permit, as a new model must be run and new limits must be developed. You will also need to submit an Engineering Alternatives Analysis in support of the request for expanded flow. The EAA guidance document is attached for your review. In either scenario described above, you will need an Authorization to Construct permit prior to installing the new WWTP. Instructions on how to apply for an AtC permit can be found here: https://www.deg.nc.gov/about/divisions/water-resources/permitting/npdes-wastewater/npdes-authorization-construct Let me know if you have additional questions. Mr Weaver We are looking at upgrading out wastewater plant. We currently have a SBR system. The center is looking into a MBR system that is a little different and has the ability to be expanded. My question is do we have to get a new permit or will our current permit work for this style plant. Our current permit number is NC0057193.
