Permit No. NCO073181
South Wilmington Terminal
New Hanover County
On May 31, 1996 the Division of Environmental Management issued NPDES Permit No.
NCO073181 to Exxon Chemical Corporation for their South Wilmington, North .Carolina site. A
review of the permit file has indicated that an error was inadvertently made in the permit.
Accordingly, we are forwarding herewith a modification to the subject permit to correct the
error. This permit modification is to the map. The modification corrects the location of the
discharge point.
Please find enclosed an amended map which should be inserted into your permit. The old map
should be discarded. All other terms and conditions contained in the original permit remain
unchanged and in full effect. These permit modifications are issued pursuant to the requirements
of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between
North Carolina and the U. S. Environmental Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit
modification are unacceptable to you, you have the right to an adjudicatory hearing upon written
request within thirty (30) days following receipt of this letter. This request must be in the
form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes,
and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North
Carolina 27611-7447. Unless such demand is made, this decision shall be final and binding.

Charles,
I have been working on a list of invalid parameter codes to find a valid
PCS code to convert the DMR data to. I need your help with varsol or
can you point me to someone who can help with a better description for
Mike? Mike Donehoo with EPA Region IV is helping with the codes that I
couldn't find in the PCS approved list. We had one permit with varsol,
NC0073181. I did find the limits page with varsol down in Central
Files. I'll bring that to you.

What unit codes do you use with 00765, and which side of the DMR do you
use them on?
Also, a problem. In STORET, 78925 = Naphtha. There is no code in
either PCS or STORET called Varsol. Tell me more about this stuff and
I'll see if I can dig out or create a code for you.

Dear Mr. DuBose:
The EXXON South Wilmington Terminal operates a wastewater
treatment system with permitted discharge to the Cape Fear River in
Wilmington. The system includes oil/water separator(s) that allow
gravity flow of treated water into a 2.5 acre pond that contains an
effluent weir and valved piping for staged discharge activities.
Typically, the pond does not discharge. The writer's guess is that
discharges are via infiltration through the pond dike and into the
river, depending upon tidal conditions. This region gets more
rainfall than evapotranspiration. A permit renewal inspection was
performed at the facility on January 25, 1996. The writer observed
a light bluish sheen on a portion of the pond and noticed apparent
groundwater inflow into the pond via gravity wastewater piping.
There is not a requirement to monitor effluent water quality
parameters defined within the NPDES permit if there are no
discharge activities. This lack of a monitoring database makes
permit renewal difficult concerning future monitoring requirements.
Specifically, should monitoring be devised based upon hydrocarbon
solvents within the current inventory or should monitoring address
products that may have been stored in the past that could be
effecting the treatment pond. The 1993 permit renewal activity
prompted a permit condition to test pond water for parameters
listed on the permit (no concentration limits to be applied). The
permit condition is presented as a footnote to the Effluent
Limitations and Monitoring Requirements chart and an excerpt is
enclosed. This testing was to have been performed in June and
December if no pond discharge activity occurred. The writer can not
locate this monitoring data within Regional Office Files. It will
be necessary to review the information prior to finalizing the
permit for the next five year cycle.

""Monitoring should correspond with toxicity test sample collection during the first five discrete discharge events after/during
a rain event, and annually thereafter.
BTEX and MBTE shall be tested using an EPA approved method to 1 ppb detection.
If no discharge occurs during the first six months of the year, the permittee should sample for the above referenced parameters at
the pond during late June. Likewise, if there is no discharge during the last six months of the year, a sample should be collected
at the pond during late December.
The pH shall not be less than 6.8 standard units nor greater than 8.5 standard units and shall be monitored 2/month at the effluent
by grab samples.
