Division of Water Quality (Division) personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Nlemorandum of agreement between North Carolina and the
U.S. Environmental Protection Agency dated Nfay 9,1994 (or as subsequently amended). The following change was made to the
permit as requested in your letter of February 15, 2002:
• Footnote 2 on Section A. (1) (Effluent Limitations and Nlonitoring Requirements) was modified to specify that
flow is estimated based on the level of the lagoon before and after a discharge event.
If any pars, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you
have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request
must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and fled with the
Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is
made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other
permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the
Coastal Area Management Act or any other Federal or Local governmental permit that may be required.

1. The location of the compliance monitoring sampling shall be at the effluent side of the pond.
2. Flow — During periods of no flow, the Permittee shall submit a monthly Discharge Monitoring
Report (DMR) indicating "No discharge." Flow shall be monitored with every discharge event
and shall be estimated by measuring the drop in water height in the pond from start to end of
discharge multiplied by the area of the popd and rounded to the nearest 1,000 gallons.
3. Oil and Grease — Where possible, the grab sample for oil and grease should be skimmed from
the surface of a quiescent (calm water) zone.
4. Acute Toxicity (Fathead Minnow, 24-hour), Annual [see Special Condition A.(2)].
There shall be no discharge of floating solids or foam visible in other than trace amounts.
There shall be no direct discharge of tank solids, tank bottom water, or the rag layer.
There shall be no direct discharge of tank (or pipe) contents following hydrostatic testing unless benzene
concentration is less than 71.4 µg/l and toluene concentration is less than 11 µg/1.

EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
SPECIAL CONDITIONS
A. (2) ACUTE TOXICITY MONITORING (ANNUAL)
The Pernfittee shall conduct annual toxicity tests using protocols defined as definitive in EPA Document
EPA/600/4-90/027 entitled "Methods for Measuring the Acute Toxicity of Effluents to Freshwater and
Marine Organisms." The monitoring shall be performed as a Fathead Minnow (Pimephales promelas)
t ` 24-hour static test. Effluent samples for self -monitoring purposes must be obtained below all waste
treatment. The permittee will conduct one test annually, with the annual period beginning in January of
the calendar year of the effective date of the permit. The annual test requirement must be performed and
reported by June 30. If no discharge occurs by June 30, notification will be made to the Division by this
date. Toxicity testing will be performed on the next discharge event for the annual test requirement.
The parameter code for this test is TAE6C. All toxicity testing results required as part of this permit
condition will be entered on the Effluent Discharge Form (MR-1) for the month in which it was
performed, using the appropriate parameter code. Additionally, DWQ Form AT-1 (original) is to be sent
to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Branch no later
than 30 days after the end of the reporting period for which the report is made.
Test data shall be complete and accurate and include all supporting chemical/physical measurements
.� performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine
of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of
the waste stream.
Should any test data from either these monitoring requirements or tests performed by the North Carolina
Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re-
opened and modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival and appropriate environmental controls, shall constitute an invalid test and will
require immediate follow-up testing to be completed no later than the last day of the month following the
month of the initial monitoring.

periodically sold.

all of the non -discharge options available? Please provide

Spray Irrigation: Sandy soils are prevalent in the area.
Sufficient area is probably available. The site has several
petroleum contaminated groundwater plumes which could cause
problems in the monitoring activity.
Connection to Regional Sewer System: The POTW will not take
treated waste into the collection system unless the discharge
is within an environmentally sensitive area. This portion of
the river exhibits a large flow volume, contains many
discharge points, is classified as "SC" waters and is not
considered to be environmentally sensitive.
Subsurface: This option may not be feasible, due to
interference with contaminated groundwater plumes which exist.

PART IV - EVALUATION AND RECOMMENDATIONS
This report is being prepared due to a permit renewal request.
The EXXON South Wilmington Terminal receives hydrocarbon solvents
from tanker ships. The products are stored in metal tanks of
various design and dispensed to tanker trucks. The products in the
current inventory are mainly light clear liquids and include
toluene, aromatic-100, varsol-1, exxsol D-80 (an aliphatic
hydrocarbon), exxsol D-40 (an aliphatic hydrocarbon), aromatic-100,
aromatic 150, xylene, paraxylene and isopar-M. The waste stream at
this site includes stormwater flows from containment areas
(estimated at 20.7 cfs.peak flow), and separated water from a small
pump and treat operation. Due to the current inventory of products
and type of tanks used, tank condensate drainage is not currently
performed. Terminal supply lines are flushed with water prior to
product changes and wastewater is removed to the interface tank for
future disposal.
The 2.5 acre pond does not discharge through the effluent
piping on a routine basis. The pond is located along the river and
is separated by an earthen dike. The writer assumes that the water
level within the nlin de por4 is effected by the river and that
subsurface flow a ows percolation of water through the dike and
into the river during low tide events or during periods of high
pond levels. The river displays a high flow volume and velocity
adjacent to the pond. Ambient water quality samples of the river at
this point would probably indicated normal water quality due to the
dilution and mixing action. The pond water level was low during
the inspection and did not display a sheen on the surface. The pond
should allow volatilization of separated residuals. Groundwater
remediation activities are being performed on the site (0.144 MGD)
per Nondischarge Permit No. WQ0008129.
There are two boilers located at the facility. The boiler
treatment chemicals used at this site include Ancotreat 1300, 2000,
1240, and 1000. Ancotreat 1300 is an aqueous solution comprised of
organophosphate and synthetic polymers. Ancotreat 2000 is an
aqueous solution comprised of morpholine. Ancotreat 1240 is an
aqueous solution comprised of sodium polyphosphate and synthetic
polymers. Ancotreat is a powder comprised of catalyzed sodium
sulfite. The boiler blow -down percolated into the ground adjacent
to the boiler.
The current monitoring requirements appear to be reasonable.
These monitoring requirements are slightly different from the 2001
monitoring strategy for petroleum storage facilities. However, if
the hydrocarbon solvents at this site can be monitored in a more
simplistic and effective manner, the Region would recommend that
action.
The company's safety and environmental supervisor, Mr. Donnie
Cannon, requested a copy of the draft permit for review purposes.
His address is at the Wilmington Terminal (see Part I).
A copy of a name change request is enclosed. The company
indicated that they have submitted this information to the
Division. The request changes the name from Exxon Chemical Company
to Exxon Mobile Chemical Company.
It is recommended that NPDES Permit No. NC0073181 be prepared
and placed at public notice. If no significant adverse public
comment is received, it is recommended that NPDES permit NC0073181
be reissued to the Exxon Mobile Chemical Company -South Wilmington
Terminal in accordance with the permitting term durations of

Summary
The South Wilmington Terminal is a bulk chemical storage facility. Among the products they
store are paraxylene, toluene, xylene, varsol, exxol and aliphatic hydrocarbon solvents. The
materials being stored can change from time to time to accommodate other needs. They
collect the stormwater from diked areas, truck loading racks and the effluent from two oil
water separators in a 2.5 acres pond. The pond has a valve for discharging into the Cape
Fear River but they do not discharge on a frequent basis. The pond is located along the
river and it is probable that water percolates from the pond to the river during low tide
periods or high pond levels.
There is a groundwater treatment system at the site, permitted under non -discharge permit
WQ0008129.
COMPLIANCE REVIEW
DMR Data Review Data was reviewed from January 1999 to August 2001. They
discharged a total of 5 times during this period. The maximum flow discharged was 1.16
MGD. TSS averaged 2.4 mg/l the highest value was 3 mg/I. - Oil and grease was detected
once at 6.3 mg/l. Benzene and toluene were below detection levels for all samples. No
reasonable potential analysis was done because the discharge is to tidal waters.

Whole Effluent Toxicity (WET) Test They passed the toxicity test for 1999 and 2000. They
did not discharge any stormwater in 2001.
Basin Plan The Cape Fear River is rated as Partly Supporting and is listed in the 303(d) list
due to low dissolved oxygen. A TMDL is being developed for this section of the river.
However, since this facility does not discharge oxygen consuming wastes this TMDL has no
effect on this permit.
PROPOSED MODIFICATIONS
• Change flow measurement frequency from monthly to episodic. All flows discharged by
the facility should be monitored.
• Eliminate Oil and Grease limit. The existing daily maximum limit is 45 mg/I. This
parameter was only detected once at 6.3 mg/I. The maximum expected concentration is
21.4 mg/I.
• Eliminate Total Suspended Solids limit. The existing daily maximum limit is 45 mg/I. The
average value for TSS was 2.4 mg/I and the highest value reported was 3 mg/I.
• Eliminate benzene and toluene limits and sampling requirements. These parameters
were not detected in any of the sampling events. Benzene, Toluene and other possible
components present in the storage tanks will be monitored through the EPA 624/625
scan.
• A special condition to reroute the boiler blowdown to the pond was added. The
blowdown is discharged directly to the ground adjacent the boiler.

delaying all of our permit renewals. While we do not expect severe delays in processing your permit renewal, be aware
