Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). Your facility's compliance problems during the last permit cycle are well documented. However, the Fayetteville Regional Office recommended that this permit renewal include no significant limit changes. That recommendation was implemented to recognize improved operations and compliance with permit limits. Accordingly, there have been no significant changes from your previous permit. If the previous compliance problems reappear, or if your facility's discharge is shown to be causing degradation of the receiving stream, the Division may reopen this permit to include stricter limits or a compliance schedule for specific parameters. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. Applicant is not requesting modification of facility or flow at this time. See attached rating sheet. No modifications were made to this facility during the previous permit cycle. A review of compliance data revealed repetitive violations for BODS and Ammonia Nitrogen. These violations were not specifically high, however, they were in excess of the Permit parameter. Mr. Don Register, of this office, has been working with the Town's Operator to implement changes in operation methods to maintain compliance. The suggestions to the Operator have been implemented and according to DMR data, the WWT Plant appears to be operating in compliance with all Permit parameters since April 2001. the improvements included adding oxygen to the aeration basin and adjusting the weir in the primary clarifier to achieve a consistent flow rate (see attached Compliance Evaluation Inspection). The FRO has been advised by Town officials that the WWT Plant is now being operated through a contractual agreement with Enviro Link, Inc. Hopefully, the suggestions provided by this office and the new WWT Plant operation arrangement with Enviro Link, Inc., will improve the compliance difficulties. Should compliance with Permit parameters continue, this office will initiate the appropriate steps to achieve compliance. Memo Page 2 June 19, 2001 Based on the last NPDES Compliance Inspection (see attached), there are no outstanding repairs or modifications of the treatment works necessary at this time. No special conditions, limitations or monitoring are suggested at this time. Based on the above, the Fayetteville Regional Office recommends reissuance in keeping with current basin wide strategy. As part of the inspection a tour of the Wastewater Treatment Plant was conducted. All observations and recommendations are in Part D. Summary of Findings/Comments of this inspection report. The manual bar screen was operational. All screenings are disposed of through the county landfill. 2. The Equalization (EQ) Basin assists in stabilization of wastewater before it flows to the oxidation ditch. Return sludge from the clarifier is added to the basin. A recommendation for the (EQ) basin pump discharge box was to increase slots in the baffle plate to allow further adjustment to maintain a constant flow 24 hours/day through the plant. 3. The oxidation ditch appeared to be adequately treating the wastewater. The following parts for the brush aerator are not on site: spare brush, bearing, gearbox or motor. A recommendation is to check the lead time for replacement parts since this is the heart of the treatment process. 4. The clarifier appeared clear as it flowed over the weirs. The sludge depth appeared to be approximately eight (8) feet with a tank depth of ten (10) feet. 5. The tertiary filters were observed to be operational with some grease balls floating on the surface. The grease balls are skimmed from the water surface each day and properly disposed of. 6. Ultraviolet light is used as disinfection. Ultraviolet light lamps are cleaned every 2-3 weeks. An intensity lamp indicator revealed a reading of three(3) with a range of 0-7. Zero (0) means no disinfection occurring. 7. The effluent appeared to be free of solids. 8. The effluent out#all was not easily accessible due to falling of trees from previous storms. The effluent outfall should be accessible to monitor to assist with preserving our receiving stream. 9. The Aerobic Digester was observed to be operational. A quantity of up to 10,000 gallons of sludge is wasted weekly. Sludge is land applied monthly to permitted land. An amount of 7 %z acres surrounding the wastewater facility is owned by the town and this area is used for sludge disposal. This facility has a total of 44 '/2 acres permitted for land application of sludge. The "ORC" is responsible for implementing the land application permit. 10. The effluent flow meter was calibrated September 2000 by Instrumentation Services, Inc. It is advisable that the flow meter calibration document contain the % error before and after calibration in the future by the technician. 11. The following NPDES permit required parameters are analyzed on site by facility staff pH, Temperature, Dissolved Oxygen. All other required parameters are analyzed by a contract laboratory "Vann Laboratories." 12. A compliance evaluation analysis report for the period January through December 2000 revealed monthly -violations. Monthly violations for BOD and Ammonia Nitrogen was noted for the months of May - November 2000 and Notice of Violations were sent to the facility. 13. Laboratory records were reviewed for the months January through November 2000 and compared to Discharge Monitoring Records. Data appeared to be correctly reported. 14. The NPDES permit was available upon request. -continued - As a reminder as per our Administrative Code Section: 15A NCAC 2B .0506(b)(3)(F)(i)-the date on which collection of composite samples is commenced or data shall be entered onto the monitoring report form on the date that has the greater number of hours in it. Regards, V9-149 �,tCr-- Gerald Darden, Mayor encl SLUDGE MANAGEMENT NARRATIVE TOWN OF NEWTON GROVE LAND APPLICATION PERMIT #WQ0010470 Sludge is generated at the Town of Newton Grove's wastewater treatment plant by an activated sludge process involving a circular oxidation ditch with center clarifier. Sludge is wasted from the ditch and pumped to a 54,000 gallon aerobic digester. This digester has a retention time of 90-120 days which allows stabilization of the biosolids before being land applied. The Town of Newton Grove has 44.7 acres of permitted land on which to apply sludge. The primary site is 7.4 acres located adjacent to the treatment plant. Sludge is tested according to 40CFR Part 503 rules and pumped onto the field utilizing a force main in the middle of the field with distribution hydrants located along the force main. Sludge is evenly distributed evenly onto the field using spray nozzles. All buffers and required limitations are strictly adhered to as outlined in the Land Application Permit WQ#10470. The Town of Newton Grove also has 37.3 acres located off US Highway 13 and adjacent to I-40 that is a secondary contigency site to be used in the event the primary site is not sufficient for sludge application. No sludge has been applied to this site in the past 4 years. Abruzzi rye grass is grown on the primary site during the winter months and hull bermuda grass is grown during the summer months. The grass is harvested by local farmers to be used for cattle feed. All sampling and monitoring of the site(s) are maintained as per the permit requirements and results are kept on file in the Town Hall. Annual reports of sludge application are also prepared and copies are kept on file at Town Hall. An examination of the Cape Fear basin plan and the NPDES permit schedule has revealed that the existing expiration dates in Cape Fear NPDES permits do not coincide with the revised permit expiration dates for the basin. This discrepancy could create unnecessary delays in the processing of over 200 permit renewals. Accordingly, the Division is changing the permit expiration dates for NPDES permits in the Cape Fear river basin. This permit modification changes the expiration date of the subject permit in subbasin 30619 to October 31, 2001. Please find enclosed the revised permit cover page. Insert the new cover page into your permit and discard the old page. All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency. In accordance with the modification of the permit expiration date, the new due date for your renewal application is May 4, 2001.
