TIP No. R-3432, Old Georgetown Road Extension {SR � 163), from SR 1184 (Ocean Isle Beach Road} to NC 179, Brunswick County, NC. DCM#20120105. Dear Mr. Hancock: The N.C. Division of Coastal Management (DCM) received correspondence from the N.C. Department of Transportation (NCDOT) dated October 1, 2015, October 12, 2015, and October 28, 2015 regarding changes to the above referenced project for which Federal Consistency Concurrence CD 13-001 was issued by DCM on January 8, 2013. The correspondence from NCDOT included 14 revised workplan drawings: 12 dated October 8, 2015, and 2 dated October 12, 2015. The correspondence also included a mitigation acceptance letter from the N.C. Division of Mitigation Services dated September 29, 2015 stating that it will provide wetland mitigation for 97 feet of additional permanent stream impacts. The N.C. Division of Water Resources (DWR) issued a modification of the Section 401 Water Quality Certification No. 3948 on October 15, 2015 (NCDWQ Project No. 20I20935v.3}. Changes to the originally authorized project are due to the following: additional riprap will be added at the inlet of the 84" CAAP at Site 1; the ditch block and special lateral ditch will be removed from Site 2 to the ditch block at 100+50 LT at Site 2; riprap will be added to line the ditch from Station 106+00 to 108+67 LT, and additional riprap will be added at the inlet of the main culvert to fill in the hole created by construction of the culvert, headwall, and wing walls at Site 3; and additional riprap will be added to the bed and slopes Qf the relocated channel to stabilize the slopes and prevent undercutting of the log sills at Site SA. In accordance with provisions of Federal Consistency under 15 CFR § 930.4b, Supplemental Coordination for Proposed Activities, the preparation of a suppiemental consistency deiermination is required only if the propased activity will affect any coastal use ar resource substantially different than originally described. Based on the review of the proposed changes and information as described above, and review of the original Consistency Concurrence, DCM has concluded that the new information or changes in the proposed activity, in this case, would not be considered substantially different in coastal effects than the activity originally described in your Federal Consistency Certification.
