4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Project is located almost entirely within North Carolina Department of Transportation highway rights -of -way. No disturbance outside of dedicated right-of-way is proposed. Project includes
approximately 117,000 linear feet of water main extension primarily within the shoulder of existing maintained roadways.
The majority of watercourse crossings proposed will be performed by directional drill method and dry bore method under existing culverts. However, approximately Fourteen (14) crossings
will be installed by diverting the water main around the end of existing drainage culverts, through the drainage feature. Those crossings are the purpose of this application.
All crossings will be completely repaired and returned to their Pre-existing Pre -construction state at the conclusion of project construction.

To extend water service to previously unserved portions of Wilson County. The project will create approximately 280 new water services for the Wilson County Southwest Water District
customer base.
All property where construction will take place is currently maintained by NCDOT or other developed land with existing maintained right-of-way.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The project will include 2-inch through 8-inch water mains and the addition of 50 hydrants for fire protection. All construction will take place within existing NCDOT or otherwise maintained
rights -of -way with no new additional land disturbance or conversion from existing land use required.
The project design includes the use of both directional bore as well as dry bore techniques to limit the disturbance of existing waterways during installation. Another approximately
Fourteen (14) crossings in other areas will be performed within blue -line streams by open cut method, to be re -dressed, re -seeded and allowed to revegetate to return to preconstruction
state. Associated impacts will be temporary and temporary effects will be mitigated through installation of stormwater and land quality Best Management Practices as permitted through the
NCDEQ - Land Resources.

All buffer impacts are temporary. Buffer areas will be re -seeded and allowed to return to their pre-existing, pre -construction state.
E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The majority of blue -line stream crossings and buffered areas of the project were designed with either a directional drilling or dry bore under existing
culverts as the chosen option. However, due to conflicts and misc. constraints some crossings will still be performed by open -cut around the ends of the
culvert.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Contractors should exercise care during open cut trenching to install erosion control devices (BMP's) and field -dressing techniques to prevent migration
of soils / silt / etc. downslope into stream crossings. Where the stream crossing disturbance cannot be avoided, care will be taken to install pump-
around's, if necessary, and other temporary check devices to prevent migration of sediment into downstream waterways. Care will be taken to
completely re -dress the project area and provide re -seeding to return all shoulders and banks to a preconstruction state.

The project area is located within the Wilson County Southwest Water District, a rural land use area. The project extends water service to county
residents who have always lived in this area supporting an agricultural lifestyle / land use. Minimal growth over the next Twenty (20) years, given growth
of similar areas of Wilson County over the past 20 years. Based on past data, it is not likely these water main extensions will encourage County growth
in this area.
