Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The project site is comprised of manicured lawn, with a wooded Pocosin wetland, on its west side, and is located at the intersection of Mallory Creek Drive and River Road (Hwy 133), in Leland, NC, where residential is the main land use (see attached aerial photograph and wetland boundary sketch). 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Prior to designing the project, the applicant enlisted SEGi to delineate the wetlands within the project boundaries. Once it was determined that the wetland could not be avoided, the applicant designed the road to only impact wetlands to gain access to the development and being as far away from the intersection of Mallory Creek Drive and River Road. According to the engineer, who designed the project, the following alternatives were explored and rejected for the stated reasons: 1. Original plan showed a second driveway off of 133, and it was not allowed so we had to eliminate that. 2. There is a median in the main drive of Mallory Creek drive. This is to stop any left turns into our site until after 300 plus feet from NC Hwy 133. This causes us to have to move the driveway to the rear portion of the site to gain access. 3. Other suggestions were to provide access from the townhomes behind us, which would have impacted even more wetlands. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Prior to undertaking land disturbing activities, the approved wetland impact area will be identified with construction fencing and silt fencing. Silt fence will also be installed around the approved limits of disturbance. The measure will be inspected regularly and maintained as needed. 2.
