REQUEST FOR MORE INFORMATION (STORMWATER MANAGEMENT PLAN) -
EXPRESS REVIEW
Dear Mr. Bland:
On December 19, 2002, the Division of Water Quality (DWQ) issued a 401 Water Quality
Certification and Buffer Authorization to impact 0.04 acres of wetlands, 144 feet of perennial
stream, 148 feet of intermittent stream, and 22,390 square feet of protected riparian buffers for the
purpose of constructing two (2) road crossings in the development of Youngsville Industrial Park as
described in your application dated October 21, 2002. In order to meet Conditions 2 and 3 of the
401 Certification for this project, a stormwater management plan was submitted to the Express
Review Program of the DWQ on November 9, 2007. The DWQ has determined that your
application will require additional information. Please provide the following information so that we
may continue to review your project and prevent denial of your application as required by 15A
NCAC 2H .0506:
Additional Information Requested
1. Site Plans
a. Please provide one (1) site plan and one (1) copy at a scale of 1":50' or larger showing
the Arch Aluminum project site with proposed structures in relation to Youngsville
Industrial Park project site and footprints of existing structures.
b. Please show on the plans the boundaries of all recorded drainage easements having
drainage access easement to public right of way (ROW), and detailed information of all
existing drainage structures/features and topographic contours in the area between the
outlet structures and the receiving stream.

2. Wet Detention Pond
a. Per the Stormwater Management Plan (SMP) Requirements for applicants other than
the North Carolina Department of Transportation, stormwater BMPs must be designed,
at a minimum, to remove 85% Total Suspended Solids (TSS). Additionally, all projects
requiring stormwater management and located in NSW watersheds in the Tar-Pamlico
River Basin must also remove a minimum of 30% total nitrogen (TN) and 30% total
phosphorus (TP). Please note that astand-alone Wet Detention Pond does not meet the
30% TN and 30% TP treatment levels required for a site draining to NSW Watershed.

Therefore the wet detention pond must either be combined with another BMP, or
replaced with an appropriate BMP in order to meet the nutrient removal requirement.

b. All BMPs must be designed in accordance with the most recent version of the NC
Division of Water Quality Stormwater Best Management Practices Manual.
c. If more than one stormwater BMP is proposed, please include a separate BMP
Supplement Form for each proposed BMP. The BMP supplement Forms are available
at http://h2o.enr.state.nc.us/su/bmp forms.htm. Please include both the Design
Summary and the Required Items Checklist along with all the required items listed
therein.
d. Please include a signed and notarized Inspection and Maintenance Agreement Form for
each proposed BMP.
3. Diffuse Flow
a. Additionally, per Condition 3 of the approved 401, Certification, please show how the
stormwater from the BMP shall be directed as diffuse flow at non-erosive velocities
through protected riparian buffers, if any, and will not re-concentrate prior to
discharging into the receiving stream (unnamed tributary to Brandy Creek). In
particular, please include the exit velocities at the outlet structures with supporting
calculations.
Please respond within five (5) days of the date of this, letter by sending two (2) copies of the above
information in writing. The Express Review Program is a process that requires all parties to
participate in a timely manner.
This letter only addresses the application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application
are not authorized (at this time) by the DWQ.
