Supply and delivery of the materials for the pumping station components is delayed beyond the planned operation date of the project. The property is located at the intersection of Colon Road and Brickyard Road in Sanford, North Carolina. The permit associated with this request is Permit No. WQ0044666. The permit was approved for the project on October 17, 2023. The contractor requested the Pump Station be procured by their sub -contractor Water and Waste on November 10, 2023. Lead times were quoted back on November 20, 2023. 4 months for the Generator, 3 months for the Precast, 2 months for the Pumps and 3 months for the controls. Submittals were delivered for review on December 71" including all components except the pre -cast. Submittals for the pre -cast were delivered for review on December 191" for the pre -cast. During the procurement process some of the lead times for materials have increased. The propane generator is now quoted at 8 months, but we plan to change the type of generator to diesel to speed that up. The pre -cast will be delivered and installed by the end of February, but we will not be able to install the pumps and controls for approximately two months. We need to start the pump and haul on February 26, 2024 and end on or before May 31, 2024. The duration is roughly 70 working days or 98 calendar days. The amount of wastewater to be pumped and hauled is 3,625 GPD. This is the total permitted flow for the pump station. We anticipate this will be a significant overestimate of the actual flow during the pump and haul period. One of the three buildings to be served is not completed and will not have sanitary flows until after the pump and haul time period. We will schedule the septic hauling service to pump and haul the wastewater once per day, Monday through Friday We anticipate little to no flow on the weekends. Should the flow require a higher service interval the developer is willing to adjust as necessary to ensure overflow discharges do not happen. The Storage Tank Capacity for Tank #1 and the upstream piping is 4,480 gallons. The Storage Tank Capacity for Tank #2 is 4,625 gallons. The total storage capacity for the overall system is 9,105 gallons. We oversized the pre -cast collection manhole and wet sell such that they can be built and used as the temporary tanks in series until the controls and pumps are delivered. I've tried to discuss and gather as much information as possible from the department. According to 15A NCAC 02T .0204 (c), Pump and Haul facilities shall include, at a minimum, 24 hours of storage equipped with high-water alarms. Although your frequency is twice per day, and I understand that not all phases will start immediately, you cannot alter the daily permitted flow mentioned in WQ0044666. Adjusting the flow will require modifications to the current permit, which is unnecessary at this stage. Both DHHS and DEQ have set rules to maintain the minimum storage capacity, 15A NCAC 18A .1952, where the volume of storage is calculated as follows, V= (0.75Q + 1,125) for each tank when using two tanks in series V= 1.5Q + 2,250 for single tank design where, V= volume of tank in gallons Q= daily flow in gallons (ranged between 1500 - 4500) Disregard my previous requested volume and follow the above formula. Your previous tank design will surely work if you can able to put another tank in series. Let me know if you have further question. Will be looking forward to it. I was looking at the NC GS requiring 1.0 times average daily flow and didn't know about the 2.5. We are planning and showing pumping twice daily. Does that mean we can go down to 1.25 times AVF or we must be at 2.5? For all pump and haul applications, the department has a requirement to maintain 2.5 times the storage capacity of the permitted daily wastewater flow (24-hr). This storage capacity should not include the volume of wastewater inside the piping. As your permitted daily flow is 3,625 gallons, you should have storage tanks >9,062.5 gallons. Please submit an updated storage tank design electronically.
