Dr. NCG550350 (her system was never installed and she does have a septic permit with the county) and The Yellow
House NCG550304- This one was converted to a conventional in 2006 and has a permitted septic system with the
county. I've been out to both properties and neither has a discharging system.

Rescission requests
I have three SFR facilities that no longer need a discharge permit. Two have had conventional septic systems installed
and approved by the County Health Departments and one never had a system installed. I have already emailed
instructions for the rescission letter and plan to mail them copies of the inspection reports with instructions as well. I
have not heard back from the owners, but I wanted to let you know there may be three more we can remove from
the SFR list. They are permit numbers NCG550457, NCG550304 and NCG550350. NCG550304 has had new owners
since 2006 and NCG550350 was combined with another plat in 2003. Please let me know if you need anything specific
on my end.

I don't know what the rules are but the billing for the system was probably being sent to the prior owner when I acquired the property.
Someone in Asheville or Raleigh then transferred the billing to me after they discovered that the prior owner was not paying the bill.

North Carolina permitting rules indicate that unless the Division of Water Quality is notified on any
ownership change, the billing for the NPDES permit for your septic system discharge does not change. We
cannot legally change contacts or billing information unless notified in writing or via phone. If you would
have contact Ms. McPherson, when you received the mailingibilling, this matter would have been addressed.
As it stands now without some legal confirmation of change of ownership and Deed ownership change, rules
dictate you are responsible for these operating fees. Please respond to this email and/or contact Ms. Mc
Pherson at 919-807-6321 ASAP.

I got a notice from Mrs. Fran McPherson regarding the annual fee for this permit. I used to live in Buncombe County at 219 Emmas
Grove RD and I paid the annual permit charge when I lived there. When I moved in to the house there was no transfer of the permit
to me from the original owner they (the water people) told me about the system and I paid the annual fees. I moved from that
address about four years ago. I do not know who lives there now. I assumed that the new owner was contacted about the annual fee
just as I was. I don't remember the new owners name. You might have someone knock on the door to find out who is there, and
responsible, for the system. Thanks.

than a new discharge application. This permit is issued pursuant to the requirements of North Carolina General Statue 143-
215 .1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
May 9, 1994 [or as subsequently amended].
If any parts, measurement frequencies or sampling requirements contained in this General Permit are unacceptable
to you, you have the right to request an individual permit by submitting an individual permit application. Unless such
demand is made, the certificate of coverage shall be final and binding.
Please take notice that this Certificate of Coverage is not transferable except after notice to the Division. The
Division may require modification or revocation and reissuance of the certificate of coverage.
