Attached is a revised Figure 3.3 that depicts coir matting and vegetation for stream bank stabilization. Details regarding
riparian seeding are also included on the figure. Upon review, WGLA Engineering decided that Figure 3.4 was
unnecessary, and the figure was eliminated. Figure 3.3 should reflect all of the appropriate information.

I apologize for the delayed response, we have been coordinating with the engineering firm to clarify the following
questions:
1. Figure 3.3 shows coir matting and vegetation to stabilize the streambanks impacted by the proposed utility
crossing. Figure 3.4 shows rip rap and filter fabric on the streambanks impacted by the proposed utility
crossing. Please clarify which method will be utilized at the proposed water line crossing. If feasible, DWR would
prefer to see coir matting and vegetation per Figure 3.3.
Coir matting and vegetation will be used to stabilize the strearnbanks impacted by the proposed utility
crossing. The rip rap and filter fabric note on the detail was an oversight and the engineering firrn is currently
working on a new figure that excludes this note and reflects only coir matting and vegetation. We are hoping to
have this updated figure to you on Monday.
You stated that "the seed mix will be the same as the mix approved per the site's erosion and sediment control
plan". Can you please provide the specifications for this mix that will be used in impacted areas adjacent to
streams and wetlands? DWR would prefer to see riparian areas stabilized per section 6.24 "Riparian Area
Seeding" from the North Carolina Erosion and Sediment Control Planning and Design Manual (See link

WGLA Engineering has agreed to utilize a riparian seed rnix that rneets the standards outlined in section 6.24
"Riparian Area Seeding" frorn the North Carolina Erosion and Sediment Control Planning and Design Manual. We
will send a list for the seed rnix on Monday, as well.

the proposed construction sequence and any applicable details (e.g. cofferdams or other diversion structures) to

Please provide the proposed permanent and temporary seed mix to be used in impacted areas adjacent to

The seed nnix will be the sanne as the nnix approved per the site's erosion and sedinnent control plan.
Please update the site plan toinclude the most recent jurisdictional determination approved bythe Army Corps
ofEngineers. [I54N[4[02H.0502(b)]
We are currently working on obtaining an overall site plan (4L achmenL4 in the application) that reflects current
jurisdictional information. However, the updated wetland data has been added to Impact Map (Figure 3.1).
Additional questions that were presented during the JD site walk are addressed below:
I. Will there beany upgrades tothe bridge crossing ReeofsCreek?
Yes, N[DOTwill bewidening the existing bridge asaseparate project.
2. What isthe slope onthe proposed culvert atthe stream crossing?
The slope on the culvert is 1O.4396which maLchesLhe existing grades.
l Will there be any clearing within the trout buffer (other than where impacts are proposed)?
None is proposed bythe owner.
4. Will culverts on site be HDPE or RCP?
The piping will all beHDPE. The headwalls will beprecast concrete.
5. Is the proposed stream crossing in the same location as the existing log crossing (the log crossing is labeled as a
culvert onour delineation maps)7
The proposed strearn crossing is located at the existing log/culver location.
Tasha: Attached is an updated Stream and Wetland Delineation Map (Figure 7) that includes an additional wetland
(Wetland 9) that was identified during the site visit.
Zan: I will forward you the updated overall site plan once we receive this information.

The Division of Water Resources (DWR) has performed a review of a 401 Water Quality Certification application received
on August 19, 2015 for the above referenced project. The Division has determined that your application is incomplete and
