The property currently has a 2-bedroom house with a failing septic system and the application is for a 3-bedroom house with a proposed flow of 360 GPD (120 GPD per bedroom). The property has a failing existing conventional septic tank/leach field system that was identified as failing and unsuitable for repair by the Buncombe County Health and Human Services, Environmental Health Division and has been on temporary pump and haul. The discharge was never permitted by DWR. The applicant is proposing the new system will replace the existing system which is to be abandoned. The proposed discharge location is to an existing NCDOT culvert that discharges into Sandy Mush Creek. The Buncombe County Health and Human Services, Environmental Health Division has denied the applicant a permit for a ground absorption system due to unsuitable soil characteristics and unsuitable soil wetness condition (as described in a letter dated October 4, 2022). Alternatives Summary (EAA): Connection to sewer system The nearest public sewer connection is off of Olivette Road which is over 6.9 miles away as the crow flies and over 10 miles away via paved roads.Cost/ft would be well over $60/ft for line with multiple pump stations. Ground (subsurface) Adsorption NC licensed soil scientist, Walker Boone Ferguson, with Land Resource Management, PLLC stated that the site does not have suitable soil conditions (expansive clay) and the County Environmental Health Department also stated that the soilcharacteristicsand soil wetness condition were unsuitable.
