Section Division of Water Resources, NCDEQ Washington Regional Office 943 Washington Square Mall, Washington, NC 27889 SUBJECT: NOTICE OF VIOLATION & INTENT TO ACCESS CIVIL PENALTY TRACKING NUMBER: NOV-2024-DV-0068 Sanitary Sewer Overflows -November 2023 Collection System Permit No. WQCS00082 Elizabeth City Collection System Pasquotank County Incident Number: 202301513 On November 6, 2023, The City of Elizabeth City experienced a SanitarySewer Overflow (SSO) at the intersection of Rivershore Rd. and Parkview Dr. A visual estimation of 2,000 gallons of sewer discharged into the nearby creek. The cause of the spill was due to an electrical malfunction located at the Grace Dr. lift station. During this time, the emergency bypass failed to activate, once the wet well reached high levels. While troubleshooting, staff discovered that the breaker controlling the pumps and bypass was bad. Disabling the pumps, floats, bypass and high level alarms to operate. After further investigation, we were able to switch out breakers to get the station back on line. The spill has been documented in our records and preventative maintenance is continuously performed each month.
