I'm doing the 401 & Buffer Authorization for Town Center Apartments today, and I wanted to let you know that I'm not
including Impact Area #4 because grading and revegetating in Zone 2 is an "exempt" activity. I typically don't like to
authorize activities that are "exempt ". Thanks.
