Dear Sirs,
The Division of Water Resources (DWR) received three (3) draft Bank Parcel Development Plans
(BPDP) for three (3) separate sites in 2023, for review and approval under the terms and conditions
of the Neuse 02 Umbrella Nutrient Offset Banking Instrument for Nutrient Offsets (NOBI) which
was received on March 9, 2023. Effective November 14, 2023, the NOBI was made and entered into
by Restoration Systems, LLC (RS) acting as the Bank Sponsor, and the DWR. DWR reviewed the
NOBI and three (3) BPDP documents and provided comments and recommendations on each. DWR
received revised BPDP and NOBI documents that addressed all comments and recommendations.
The table below summarizes the timeline of the two BPDPs and the NOBI:

The closing dates for the public notices were November 3, 2023, for the NOBI, Creeping Swamp A
BPDP, Creeping Swamp B BPDP and Creeping Swamp C-D BPDP. DWR received no comments
regarding the NOBI or the three (3) subject BPDP documents. These documents are now
approved and can be found online at the following links:
