The company that operates the facility rebranded to Lassonde Pappas & Company in 2016; however, for permitting purposes, the Hendersonville facility retains the Clement Pappas NC, LLC, name that is designated on the property deed. Clement Pappas is currently permitted under a Wastewater Irrigation System Permit by the North Carolina Department of Environmental Quality (DEQ) Environmental Management Commission for the operation of a 99,900-gallon-per-day wastewater treatment and irrigation facility. Groundwater Well Replacement The DEQ recommended replacement of monitoring well MW-7R due to well integrity issues. Anchor QEA oversaw the installation of replacement monitoring well MW-7R2 by licensed well driller SAEDACCO on May 1, 2023. Subsequently, SAEDACCO decommissioned monitoring well MW-7R by removing the casing and tremie grouting in place with neat cement and bentonite grout mix. The well construction record for MW-7R2 and the well abandonment record for MW-71R are included in Attachment 1. Groundwater Quality Anchor QEA performed the groundwater sampling event at the Site on May 3 and 4, 2023. A Site location map is included in Figure 1. The groundwater sampling event was performed in accordance with DEQ wastewater irrigation system permit No. WQ0004797 issued September 3, 2015, and renewed May 15, 2020 (referred to as "the permit" in this letter; effective September 1, 2020, and expiring July 31, 2026). Anchor QEA used low -flow methods to purge and collect groundwater samples from six monitoring wells: MW-4, MW-5, MW-6, MW-7R2, MW-8, and MW-9. Monitoring well MW-9 was installed April 14, 2015, to replace the previously damaged monitoring well MW-2R, and monitoring well MW-7R2 was installed on May 1, 2023, to replace MW-7R. The locations of the Page 2 monitoring wells are shown in Figure 2. Anchor QEA submitted the groundwater samples to Pace Analytical Services, Inc., a North Carolina -certified laboratory, for analysis of the parameters specified in the permit, as follows: • Total organic carbon • Chloride • Fecal coliform • Ammonia • Nitrate • Total phosphorous • Total dissolved solids Groundwater Elevation Table 1 summarizes current and historical groundwater elevations from May 2018 to May 2023. Except for monitoring wells MW-7R2 and MW-9, all monitoring well concrete pads and top -of -well casing (TOC) elevations were surveyed by Wes Cole Land Surveying, PA, on November 21, 2012. Monitoring well MW-9 was surveyed by Wes Cole Land Surveying, PA, on May 29, 2015. The surveyed TOC elevations are shown in Table 1. Groundwater Analytical Results Table 2 summarizes the current and historical groundwater analytical results from May 2019 to May 2023. During the current sampling event, the parameters analyzed were below or within the groundwater standards provided in the permit,' except for nitrate and pH, which are described as follows: • The pH of the samples collected from MW-4 (5.6 standard units [SU]), MW-5 (5.3 SU), MW-6 (5.2 SU), MW-7R2 (5.2 SU), and MW-9 (5.1 SU) were below the groundwater standard range of 6.5 to 8.5 SU. The sample collected from the background monitoring well, MW-5, has a pH (5.3) that is similar to the other groundwater monitoring wells. • The nitrate concentration exceeded the permit groundwater standard of 10 milligrams per liter (mg/L) in the sample collected from one monitoring well, MW-7R2 (18.4 mg/L). The 2L standard for total coliform is 1 colony -forming unit per 100 milliliters (1 CFU/100 mQ. There is no specific permit limit or 2L standard for fecal coliform; however, total coliform includes fecal coliform. The following summarizes fecal coliform results from the groundwater monitoring wells: • Fecal coliform concentrations exceeded the 2L standard for total coliform in monitoring well MW-6 (15.0 CFU/100 mL). Fecal coliform was not detected at or above laboratory detection limits in the samples collected from all other monitoring wells. Most of the groundwater standards are represented by the 2L standards, with the exception of nitrate and total organic carbon, which are set in the Wastewater Irrigation System Permit Number WQ0004797. Page 3 Surface Water Quality Beginning in May 2017, Clement Pappas voluntarily collected surface water samples from Mud Creek, analyzing for the same constituents as those sampled in groundwater. The renewed permit issued in May 2020, and effective September 2020, requires semiannual sampling of the surface water locations. Sampling point SW-1 is located upstream of the Site, and sampling point SW-2 is located downstream of the Site. Sampling locations are shown in Figure 2. Surface Water Analytical Results Table 3 summarizes the historical and current surface water analytical results. For the May 2023 sampling event, no parameters were detected at concentrations above the associated Title 15A NCAC Subchapter 2B surface water standards (213 standards). Since collection of surface water samples for all permit constituents began in May 2017, nitrate concentrations have been similar in SW-1 (upstream) and SW-2 (downstream). The Spring 2023 sampling showed a similar relationship: upstream sample SW-1 had a nitrate concentration of 0.69 mg/L, while downstream sample SW-2 had a concentration of 0.61 mg/L. The results for total organic carbon, chloride, total dissolved solids, ammonia, and total phosphorus were also similar for upstream and downstream samples, indicating the unlikelihood that the Site is impacting Mud Creek. Discussion and Recommendations Monitoring well MW-7R was replaced by MW-7R2 prior to the Spring 2023 monitoring event due to root penetration of the well screen and concerns regarding impacts to water quality measurements. All constituent concentrations in the sample collected from the replacement well MW-7R2 during the Spring 2023 event were below the permit standard with the exception of nitrate, which was above the permit standard, but at the lowest concentration since 2020. If nitrate concentrations in MW-7R2 do not decrease below the permit standard during subsequent monitoring events, the facility may need to consider mitigation measures such as reduction of wastewater application rates to the fields upgradient of MW-7R2 (Field 513, Field 8, and Field 9). Fecal coliform concentrations measured in samples collected from MW-6 exceeded the permit standard in both Spring 2022 and Fall 2023. Since only the wastewater generated by juice production (and not domestic wastewater) is discharged to the facility wastewater treatment and irrigation system, the likely source of fecal coliform detected in MW-6 is wildlife in the vicinity of the wastewater treatment lagoon and irrigation fields. Nitrate and fecal coliform concentrations were below the permit standard in samples collected from all other monitoring wells during the Spring 2023 event. The results for all analyzed constituents in surface water, including nitrate and fecal coliform, were below applicable standards and similar for upstream and downstream samples. In accordance with the spray irrigation permit WQ0004797, Page 4 Clement Pappas is required to submit the following to the DEQ by June 30, 2023 (on or before the last working day of the month following the sampling month): • Laboratory analytical reports and chain -of -custody forms (Attachment 2) • Well sampling logs and the equipment documentation and instrument calibration data sheet (Attachment 3) • DEQ GW-59A — Compliance Report Form (Attachment 4) • DEQ GW-59 — Groundwater Quality Monitoring: Compliance Report Form, for each monitoring well (Attachment 5) Anchor QEA proposes to complete the next scheduled groundwater and surface water sampling event in November 2023. Anchor QEA will notify the DEQ of the proposed November sampling event dates per the request by the DEQ to split samples during the next sampling event. Total organic carbon and nitrate standards are set in Wastewater Irrigation System Permit Number WQ0004797. There is no defined 2L standard for fecal coliform; therefore, the standard listed is for "total coliform." Bolded values indicate a concentration equal to or above the respective groundwater standard or outside the groundwater standard range. pH is analyzed by Anchor QEA of North Carolina, PLLC; INC lab certification number 5445. Monitoring is performed in accordance with Permit No. WQ0004797 issued to Clement Pappas on May 15, 2020, and effective on September 1, 2020.
