Folsom Construction Company, LLC Page 2 9. PROJECT DESCRIPTION: The applicant has requested that the subject CAMA Major Permit application be processed under the Express Review Permitting Program. The project site is located at 1710 and 1720 Hale Beach Road, adjacent to the Atlantic Intracoastal Waterway (AIWW), in Ocean Isle, Brunswick County. The combined properties are approximately 0.66 acres with roughly 309' of shoreline frontage. The lots average 12.5'above normal high water in elevation. High ground vegetation on the site consists primarily of Live Oak, ornamental landscaping and lawn grasses. The shoreline is stabilized with a wooden bulkhead. Coastal marsh species including: Black Needle Rush (Juncus roemarianus), Spike Grass (Distichlis spicata), Sea Lavender (Limonium, spp.), Salt Meadow Grass (Spartina patens) and Smooth Cordgrass (Spartina Alterniflora) exist just south of the existing bulkhead. Asingle-family residence is located on each of the two properties. In addition to the shoreline that borders the two waterfront properties, the applicant has acquired an additional strip of land (1' x 204') immediately east of 1710 and 1720 Hales Beach Road. This narrow strip of land (which adjoins the two waterfront properties) has been recorded with the Brunswick County Tax Office as a combination to the other parcels. A portion of each waterfront lot has been recorded as "common area", and therefore, the pier and docking facility would be commonly used by each of the lot owners. The 1' x 204' strip of land was acquired to expand the applicant's area of riparian access towards the east. The Ocean Isle Beach Land Use Plan classifies the adjacent waters as Conservation and the adjacent high ground portion as Developed. The waters of the AIWW, in the vicinity of the project area, are classified SA by the N.C. Division of Water Quality. They are designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are Closed to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a 6' x 771' access pier, 16' x 18' gazebo and two 10' x 18' boatlifts. The access pier would originate from high ground along the property line dividing 1710 and 1720 Hales Beach Road. From its origin, the access pier would extend in a southerly direction, crossing approximately 586 linear feet of coastal marsh and intermittent sections of open water. The access pier would terminate into a 16' x 18' "T-head" shaped platform. A 10' x 18' section of the platform would be covered and the remaining 6' x 18' section would remain uncovered. Two 10' x 18' boatlifts would be constructed on each side (east and west) of the proposed platform. Water depths in the vicinity of the proposed boatlifts range from -0.6' to -1.0' below Normal Low Water (NLW). The applicant has obtained a waiver from Parker's Point HOA (adjacent riparian property owner to the east) allowing encroachment into their area of riparian access. According to the work plat drawings provided by the applicant's agent, the proposed structure would be located within'/4 of the width of the waterbody, within the established pier-head alignment and outside of the U.S. Army Corp of Engineers channel setback. Additionally, the applicant can avoid any impacts to the adjacent property owners by working within his/her established riparian con-idor. 10. ANTICIPATED IMPACTS The proposed pier, platform and boatlifts would result in the shading of approximately 2,730 sq. ft. of coastal wetlands and would incorporate approximately 5,274 sq. ft. of estuarine waters and public trust areas. The project entails building a 6' wide x approximately 771' long walkway terminating at a 16' x 18' structure. 10' x 18' of the structure will be covered while 6' x 18' of the structure will be open on the Intracoastal Waterway side. Pilings on each side of the structure will be installed to support boat lifts. There will be one (1) boatlift for 1710 Hale Beach Road and one (1) boatlift for 1720 Hale Beach Road.
