Application indicates no changes New expiration date: January 31, 2029 - givefull cycle to help backlog FACILITY OVERVIEW: This facility is a public nonprofit water treatment plant that is 100% industrial waste and treats well water to produce finished potable water for portions of Carteret County. The facility has a designed potable water flow of 2.0 MGD and generates filter backwash and rinse water flows with a maximum monthly average wastewater discharge of 0.136 MGD. The system utilizes: • four (4) greensand filters (iron removal) [flow capacity 400-gpm each] with shared flow - meter system [optional feed potassium permanganate (KMn04) - disinfection] • eight (8) water -softeners with brine regeneration and two (2) flow-meters(four softeners going to each flow meter) [flow capacity 240 gpm each] • six (6) ionic color filters with brine regeneration and shared flow -meter [flow capacity 320 gpm each] • settling lagoon [70 ft. x 36 ft.] for ionic color filters; with pump station • settling lagoon [52 ft. x 52 ft.] for water -softeners w/ pump station (active, but currently bypassed to lift station) • twelve (12) drying beds [each 50 ft. x 20 ft.] receiving green -sand filter backwash • appurtenant piping, pumps, and system operational controls chemical additives (all part of water treatment process): - ammonium hydroxide (NH4 OH) [disinfection] - chlorine gas (C12) [disinfection] - ortho-polyphosphate (04P 3) [scale inhibitor] Raw Water Treatment Process: (from application, historical documents and emailed add -info) Well water from seven (7) active wells (one well currently inactive - #4) goes through an aerator and into ground storage tanks. From storage tanks water enters the water treatment process - first being sent through greensand filters which can, as needed, be activated with potassium permanganate (not currently happening due to low iron levels in the raw water). The water then passes though ion exchange filters for softening and then additional ion exchange filters for color removal. The water is then treated with ortho-polyphosphate (scale inhibitor) , chlorine gas and ammonia before going to the distribution system or storage. Wastewater and Treatment Process: (from application, historical documents and emailed add -info) Wastewater generated from the system comes from backwash water, rinse water and regeneration water. The three systems - greensand (iron filter), softener and color - are each maintained independently, have separate effluent wells and flow meters and can be monitored separately before they all combine in an outfall pipe that has a flow meter and can be monitored as final discharge. The iron filters are backwashed using potable water and rinsed using raw water. Iron filter effluent is discharged to the series of drying beds where solids are removed and liquid flows to the effluent well and then to the discharge. The softener and color ion exchange units use raw water for backwash and rinse water and potable water for the brine solution for regeneration. Softener and color systems are each set up to send their effluent through a sand filter lagoon. At the current time only the color system is utilizing its sand filter lagoon. APPLICATION The application does not indicate any changes in the facility or treatment since the last renewal of the permit. The treatment system is operated by West Carteret Water Corporation. The application does not indicate potable design flow rate. The backwash reject average flow is given as 0.058MGD for softeners, 0.019MGD for greensand iron and 0.022MGD for color removal. There is no timeframe indicated for discharge, but the application does indicate that flows are not intermittent, so discharge is regular. For Table A Parameters the applicant requested waiver of monitoring for BOD, COD, TOC, and Temperature. Most of these parameters do not appear to be of major concern for this facility and the Division approves the requested waiver. Table B parameters are largely indicated as believed to be absent with the exception of copper, lead and zinc. Table C parameters are also mostly believed to be absent except for chlorine and manganese. The application indicates that the softener sand filter lagoon is only used as overflow. Environment 1 is noted as a contractor that helps with monitoring issues for the facility. INSPECTION The most recent inspection occurred on March 18, 2022. The inspection report gave a detailed description of the water and wastewater components and noted the system as located at 4102 NC Highway 24. The report indicated that the system has increased from six (6) to nine (9) wells, with eight (8) being used and had an increase in backwash flow to an average in 2021 of 0.106MGD. The inspection report also noted the addition of one softener filter - now eight (8) total and one color filter - now six (6) total. These additions were not reported in the application. The permittee was asked to verify these additional components and did verify the addition of a softener and color filter. The permittee indicated that there were seven wells currently in use and one inactive (well #4). The inspection report noted the system has four (4) flow meters, one (1) each on the iron and color flows and two (2) on softener and that these are summed for the system flow. The facility was indicated as being well run and maintained and the only need reported was for calibration of flow meters. The inspection report indicates that the facility is utilizing past instructions/guidance from the Regional Office for preparing manual composite samples from each of the waste streams The inspection report noted that the location for the outfall in the permit and in BIMS were incorrect. Regional office staff provided information for more accurate location of the outfall point and changes were made in BIMS and on the permit map. REVIEW OF PERMIT LIMITS: Flow - The facility's average flow from DMR records is 0.0995MGD. Duration of flow was previously required to be maintained in permittee logs. This parameter can now be reported in eDMR. The permit Effluent Table has been changed to include Duration of Flow. TSS - No limit violations occurred over the permit cycle. TRC- There were four (4) exceedances of the 13 µg/L limit, but no values were above the compliance level of 50µg/L. Turbidity - Highest value of 7.2 NTU so no issues shown with this parameter. Total Manganese - There is no NC standard due to the high natural occurrence of manganese in surface waters in NC. This parameter was not included in the 2017 permit though it had been in previous permits. There was no discussion in the Fact Sheet about its removal. The permittee continued to monitor and report on this West Carteret WTP Fact Sheet NPDES Renewal 2023 - October 18, 2023; updated October 30 Page 3 parameter. The WTP guidance suggests monitoring for manganese rather than limits. Given the greensand system, etc. the monitoring parameter will be added back into the permit as a monitoring and report parameter. Lead - This parameter was actually removed from the permit in the last renewal, but the permittee continued to monitor. The permittee will be advised again that this parameter has been removed from the permit. Total Dissolved Solids, Conductivity and Salinity - Values for these parameters tend to be high for outfall and downstream, but the nature of the facility probably plays into these numbers. RPA Analysis (Copper, Lead and Zinc)- Reviewed the last three years of data as specified in the WTP Guidance. Copper - All values reported as less than 10 µg/L in the last 3 years of data. These values, even at 1/2 the less than value, are above the allowable and show reasonable potential. Monitoring for total copper will be increased to monthly and limits will be set at: monthly average - 1.85 µg/L and daily max of 2.9 µg/L. The permit includes a compliance schedule that will make the permit limits effective with the next permit issuance. The cover letter for the draft permit will note the need for parameters data to be analyzed to the appropriate PQL level. Copper should be reported to 2 µg/L. Lead - This parameter was actually removed from the permit in the last renewal, but the permittee continued to monitor. Similar to the last permit cycle, lead has only produced non -detection levels so no further monitoring is required. This will be pointed out again in the cover letter for the draft permit. Zinc - Zinc reasonable potential results did show 4 of the 15 values above detection as being above the allowable level, so reasonable potential does exist. Monitoring for Total Zinc will be increased to monthly and limits will be set at: monthly average - 42.8 µg/L and daily max of 47.6 µg/L. The permit includes a compliance schedule that will make the permit limits effective with the next permit issuance. Discussion of the outfall location with regional office staff also brought up an issue of whether the downstream location was appropriate and producing reasonable data results. It is probably best for the regional staff to work with the facility at the next inspection to look at the instream monitoring locations. COMPLIANCE: During the permit cycle this facility had no violations or enforcement actions. FILE HISTORY REVIEW SUMMARY • The permit shows in BIMS as being first issued October 16, 1987. Permit notes color removal and softener backwash as parts of water treatment process. • March 24, 2005 - Permit Modification allowing the permittee to take softener wastewater flow and bypass the sand filter system directly to the effluent well. Wastewater from the color system was to still go through its sand filter system prior to the effluent well. Two years of data was reviewed in making the modification. • September 1, 2006 - Permit Modification to allow for the addition of iron removal process to the water treatment system with approval of an Authorization to Construct. Did not find a signed version of this permit, only word documents on the shared drive. BIMS does show as issued as a modification and with the parameters noted. August 1, 2007 - Permit Renewal - This renewal added TRC monitoring with a 13µg/L limit with an 18 month compliance period. The permit included the TRC compliance level of 50 µg/L. This permit noted color and softener backwash in the permit but did not include info on iron removal or language about an ATC for addition of this treatment component. July 1, 2010 - Files on the shared drive include a 2010 permit correction to update WET requirements, but this correction is not shown as an issued permit in BIMS so possibly it was never finalized. September 11, 2013 - Permit Renewal - This renewal added instream monitoring parameters, added Turbidity monitoring to meet EPA requirements, removed DO, Total Fe, TN, TP and Temperature effluent monitoring and reduced some monitoring frequencies. Language was also added to the supplement page to describe the system and its water and wastewater treatment components more completely. This included the addition of greensand wastewater flows. This renewal had original requirements for automatic composite sampling but the Division's Wilmington Regional Office staff worked with the permittee to establish a composite approach using grab samples. September 19, 2017 - Permit Renewal - This renewal removed the requirement for Total Lead (Pb) monitoring due to 110 samples at "not detected" level. Total Manganese was also missing in the permit but there was no discussion of why it was removed. The permittee has continued to monitor and report for both parameters. General changes to language included in the permit and a section describing composite Sampling Requirements was included. This language was taken from sampling protocol established by the Wilmington Regional Office in an inspection on May 12, 2017. The sampling protocol was actually added to the last permit so there is some language already there. I just wanted to make sure I understood what it was doing and that it was accomplishing what the region needed. Here is the language from the 2017 permit. I think this comes from the May 12, 2017 inspection report. The way it reads it sounds like the do 2 separate composite samples each month with the WET test alternately conducted on each of these. Are the two composites then combined to get the sample for the analysis of other parameters? We can set up a Teams call to discuss if that would be easier. A. (3.) COMPOSITE SAMPLING REQUIREMENTS [G.S. 143-215.661 Considering the complexities of the existing treatment systems and their operation, the Permittee shall implement two (2) separate composite sampling protocols (see 1 and 2 below). The Permittee shall compile 24-hour composites by combining flow -proportional grab -samples specific to given discharge events. To ensure that each composite sample accurately represent a 24-hour discharge period, the Permittee may collect more than one grab sample of each event. The Permittee shall compile two (2) different composite samples per month, in accord with the following instructions: 1. One 24-hour composite shall combine each of: a. color -filter discharge (flow -proportional grabs), and b. softener discharge (flow -proportional grabs). 2. Another 24-hour composite shall combine flow -proportional grabs of each softener - regeneration step. 3. WET -test analyses shall alternate between the color -filter composite samples and the softener composite samples. Helen and I talked about this and from what we understand this was a sampling protocol established to obtain the most representative sample that we could get given the process ( I believe Steve West worked with them on this). Maybe Bryan or Steve could add some additional info on the subject as they both spent time in Public Water. From Helen's description it seems adding the sampling protocol into the permit might be difficult and it might be best to include a statement referring them to "regional office guidance regarding effluent sampling". If that's something you can do on a permit like this.
