General Program Information 1. Pretreatment Program Information Sheet The following Pretreatment Program Info Database issues are noted. - WQ0002708 is currently classified as a Water Treatment Facility. A minor permit modification effective November 7, 2012, converted Wrenn Rd. WWTF Wastewater Irrigation System to a water treatment residuals sedimentation and irrigation facility. - It appears from our records that WQ0002708 received a permit effective June 16, 2021,through September 30, 2026.The info sheet shows an expiration date of 6/30/20. - For NC0029033, the Headworks Analysis (HWA) Date Approved and Date Next Due are blank on the info sheets. The HWA was received by DWR on April 1, 2020, and two revisions have been requested and completed, but the document has not yet been approved. This submitted-but- unapproved HWA is the one included in the Pretreatment Annual Report (PAR) because it is the most up-to-date of the two. - For NC0029033, a revision of the Long Term Monitoring Plan (LTMP)was submitted to DWR on October 6, 2021. The document has not yet been approved. - For NCO029033 and NC0079316,the last Pretreatment Compliance Inspection completed was September 20, 2023. (All Pretreatment Program Info Sheets contain the date 8/27/20). - For NC0079316,the next due date for the LTMP is in the past (May 1, 2020). - For NC0079316, a HWA was submitted May 1, 2023 but has not yet been approved. There was an issue with silver; Negative 54.3%silver Maximum Allowable Headworks Loading (MAHL) is available. I explained in the HWA narrative that this appeared to be a "paper" problem, as no silver was allocated to any industry. The issue appeared to stem from the fact that all the influent and effluent data was below detection limit, so a literature removal rate was used. Consequently, even if we had all non-detect levels from our uncontrollable sampling, we would not have any MAHL available. - For active permits NC0029033, NC0079316, and NC0030759, an Industrial Waste Survey was received by DEQ February 1, 2023, but has not yet been approved. 2. Program Changes in 2023 To increase resiliency, Environmental Monitoring sampling staff were added to the Industrial Pretreatment Program. This should allow for cross-training and cooperation among field staff. Environmental Monitoring reporting will still be completed by the Superintendent of our Land Management group. Solomon Akabuogu was hired as Pretreatment Specialist, Senior, and Jacob Holt transitioned onto the team to serve as Environmental Monitoring Specialist; both these Specialists bring operational experience and a high level of aptitude to the program. Matt Frederick, our former Pretreatment Specialist, has departed from the program. There is still one vacancy in the program. 3. Planned Updates of Malor Program Elements We are considering an upgrade of our Pretreatment Software. 2023 RALEIGH WATER INDUSTRIAL PRETREATMENT PROGRAM NARRATIVE January 1,2023—December 31, 2023 B. General Permit Information 1. Permit Expiration Prior to Renewal No permits expired before being renewed. 2. Permits for New, Dropped, or Industry Name Change One permit was dropped during 2023. IUP#MLF1, MLF Company, Inc. was reclassified as a Non- Significant Categorical Industrial User on August 21, 2023. An inspection on June 28, 2023, confirmed the facility's compliant operation as a Categorical (non-discharging) Industrial User. Two industries have changed names. -IUP#AFAB had a name change from Accu-Fab, Inc.to Accu-Fab Manufacturing, LLC. The modification request was received July 31, 2023, and the permit was modified effective August 21, 2023. -IUP#CARD had a name change from Sagent Pharmaceuticals, Inc.to Sagent Pharmaceuticals, a Wyoming corporation. The modification request was received March 13, 2023, and the permit was modified effective May 22, 2023. This permit modification was submitted to DEQ on May 22, 2023, but no acknowledgement or approval has been received. IU Information A. IUs in Significant Non-Compliance Surtronics Inc., IUP#SURT was in Significant Non-Compliance (SNC) due to a reporting violation during the July to December 2023 reporting period. A periodic self-monitoring report was received over 45 days after the due date. Surtronics has frequently submitted late reports throughout the year, often due to lab turnaround times; some analyses can be seen requested on the chain of custody but are not run by the lab. Sometimes these lab errors are corrected, and the results are present with the next months' monitoring. The industry has received Notices of Violation (NOVs) and been assessed penalties for missing and late data. Public notification was published February 5, 2024, and is included in this PAR submittal package. Because the industry has stated that lab issues are a prime contributor to the poor compliance history in 2023, an evaluation and report was requested of the industry including the issues that are causing late and missing data, research into whether another laboratory could provide more consistent service, and the next steps to a resolution. The industry submitted a report with the findings that they have delivered the samples to their contract lab in the allowed time frame to meet the 2-week quoted lead- time, and they correctly marked the required sampling, but the analyses were not completed by the contract lab. They evaluated other local labs and have chosen a new contract lab. They will be moving their sampling from Pace to Waypoint, beginning March 1, 2024. B. Orders and Schedule Information No Significant Industrial Users (SIUs) are under an Order of any kind. 2023 RALEIGH WATER INDUSTRIAL PRETREATMENT PROGRAM NARRATIVE January 1,2023—December 31, 2023 C. Authorizations to Construct Ajinomoto Health & Nutrition North America, Inc. IUP#AJIN submitted an Authorization to Construct request on December 21, 2022, for a planned expansion of the Ajinomoto wastewater treatment plant. This request was approved January 25, 2023. Construction was slated to begin in 2nd quarter 2023 and conclude in 2nd quarter 2024. Due to the changes in loading projections the project is currently on hold. D. SIUs with Missing Data Surtronics Inc.,#SURT Surtronics collects compliance samples on a weekly basis. Even though requested by the industry on the CoC several data points are still outstanding from 2023. Several of these missed analyses were provided well after the due date, but not all of them. Late samples for Silver and/or Lead from February, May, and July were judged to be missing samples and were included on a NOV with penalty for late reporting on 11/1/23. Subsequently a Copper sample from 10/11/23 was requested on the Chain of Custody but not analyzed by the contract lab. The late sample was classified as a missing sample and a NOV was issued on 1/24/24,which included the Copper sample as well as missed semi- annual samples for Total Nitrogen,Total Phosphorus,Arsenic, Molybdenum,Selenium,Aluminum, and Sulfate from the second half of the year. In accordance with our Enforcement Response Plan, a penalty was assessed for the missed sampling. An SNC determination was not made for the missed semi-annual sampling because these parameters were monitor-only parameters with no permit limit, so it is unlikely the failure to collect the samples was intended to avoid non-compliance. Liebel-Flarsheim Co., LLC,#MED1 Leibel-Flarsheim and Raleigh Water both conducted pharmaceutical sampling toward the end of the first half of 2023. Meter readings collected as a component of these sampling events alerted the industry that the flow meter was not operating correctly, and the industry decided to replace the meter. Because the meter is located within the house vac system deep inside the center of the building,the replacement was delayed until the routine plant shutdown scheduled around Christmas. During the replacement,the cast iron drainpipe, located five to six feet under the concrete slab, was broken.The industry's Engineering Department and contractor are working on a solution. Elevated water temperatures have complicated this repair. The plan was to collect make-up meter readings when the system is repaired but the repair is still ongoing. This industry has a history of cooperative compliance. When make-up meter readings are collected,they will be provided to NCDEQ. MLF Company, Inc.,#MLF1: MLF did not discharge process wastewater in the first half of 2023 and was reclassified as a Non-Significant Categorical Industrial User on August 21, 2023. The industry has not discharged process wastewater since June 25, 2021, due to the use of an ACM Ion Exchange internal reuse system and has been hauling all wastes and wastewaters that cannot be treated by that system. This was designated on the PPS as an "SIU not sampled by the Publicly Owned Treatment Works" because they had an active permit in the first half of the year even though they did not discharge. 2023 RALEIGH WATER INDUSTRIAL PRETREATMENT PROGRAM NARRATIVE January 1,2023—December 31, 2023 Total Toxic Organic Sampling: All SIUs with Total Toxic Organics (TTO) monitored or limited in the permit are covered by a Toxic Organic Management Plan and complete the TTO Certification. These industries do not generally sample for TTO, however metal finishers were required to submit one data set for TTO as part of the permit renewal process, and some industries voluntarily sample for TTO in addition to the TTO Certification. Pharmaceutical Sampling:You may notice that our Pharmaceutical Categorical Industrial Users are required to sample for pharmaceutical parameters once per year and the City samples for pharmaceutical parameters once per year. In some cases, by chance, both samples were collected in the same 6-month period, resulting in no pharmaceutical data for the other 6-month period. New Items for 2024: • Certified Permit Writer(CPW)— Streamlining o By attending the NC-PC Training and submitting 3 IUP packages successfully a pretreatment professional can be deemed to be a CPW. o Streamlined submissions will in the future require transmission of the IUP application and IUP inspection for the Division's file. o The Division needs completed applications on file for both new and renewals of IUPs.Pretreatment and NPDES staff will need to refer to these for industrial contact information and to respond to management inquiries about industrial process effluent characteristics and assessments of permit requirements. Without this information, the Division is unable to provide accurate information regarding the decision of the Control Authorities. • PFAS o Renewed NPDES permits may include PFAS monitoring or other pretreatment requirements. o 1633 Method ■ If you plan to Monitor for PFAS before EPA approval of 1633, we are recommending using either draft method 3 or 4 in the absence of a final 40 CFR Part 136 method. Laboratories approved for aqueous matrix may be utilized. The Division encourages all POTW to screen industries for their potential to discharge 1,4-dioxane. • Updated Permit Model o A new Industrial User Permit (IUP) model has been released for use. Changes include the addition of SIC NAICS code requirements and a description of SIU's operations which discharge process wastewater.Although POTWs are not required to use the IUP model, the Division requests that all POTWs conform to include elements represented in the changes made to the model. • IWS o In 2024, Industrial Waste Surveys (IWS)will no longer have a date requirement to be submitted to the Division every 5 years. POTWs should maintain an IWS that may be requested by the Division for review. o An appropriately maintained IWS is a valuable overview of the POTW's service area and industrial profile. This information can be used for current assessments of potential industrial additions. The Division has received an increased volume of third-party requests for POTW information and the IWS is an integral part of supplying representative up-to-date data.A well-maintained IWS is a good measure of the POTW's ability to fulfill the foundational requirements of the Pretreatment program. o DWR staff will review the IWS for completeness during program inspections. Renewal of NPDES permits will indicate the need to revise and/or update the IWS within 180 days following the effective date of the new NPDES permit.We request that the most recent IWS spreadsheet on the Division's website be used. • HWA o POTW with a Headworks Analysis (HWA) due within a 6-month period prior to the issuance of a new NPDES permit can request an extension to submit their HWA after the NPDES permit is issued. • Backlog Concerns o Prioritization of IUP reviews has been successful in reducing the backlog. o Selected backlogged HWAs are being reviewed in conjunction with IUP reviews and program assessments. • SNC Data Sheet o The 2023 PAR cycle will not provide the SNC data sheet. If someone else will be preparing the Pretreatment Annual Report(PAR), please forward this information to them.They will need the attachment(s)to complete the Pretreatment Annual Report (PAR). The PAR Workshop will be held virtually on February 8', 2024,from-10 AM to 12 PM. If you are not able to attend this date, a makeup session focusing on Q/A will be held on February 14', 2024, from 1 PM to 2 PM. Attached is our annual pretreatment mailing with updates and workshop information, as well as your program information sheet(s). The division has agreed to grant the approval for NCPC's Grade II training as the educational requirement for the Certified Permit Writer status. Please submit all the required documentation to central PT staff in order to be considered eligible for the streamlined CPW status. This year, we are unable to provide a historical SNC report, as we have migrated away from FileMaker Pro,the current program used to maintain SNC records.A new data management software solution will be implemented in 2024.
