Dear Ms. Manuel,
Please be advised that ongoing remedial action is being taken to correct the deficiencies
in the collection system contributing to the sanitary sewer overflows in the referenced
NOV received January 17, 2024. The sanitary sewer overflows occurred during intense
rain events while antecedent conditions had failed to diminish. All incidents referenced in
this NOV were published in a public notice and proof of the publications are attached
pursuant to NCGS 143-215.1 C(b)(2).
Attached is an image of radar as the storm passed through North Carolina early on
December 18, 2023 along with local rain data for prior quarter. These chronic spill sites
arise from high inflows into the Belmont Pump Station located in sub -basin `A' of the
collection system. Peak wet weather flows to the Belmont Pump Station occasionally
exceed the pumping capacity in the existing pumps and when the pump station runs
frequently the downstream gravity sewer becomes surcharged and is at risk for overflows
in several shallow manholes.
On March 15, 2023, RRSD received a Belmont Pump Station Preliminary Engineering
Report which recommended increasing the pumping capacity at the pump station along
with rerouting the force main to a larger gravity line downstream with more capacity. On
September 29, 2023, RRSD submitted a Belmont Pump Station Improvement Project
Application for Funding to NCDEQ Division of Water Infrastructure requesting a
funding amount of $2,859,165. We are confident this project will eliminate the upstream
and downstream surcharging. We expect a response to this funding request in early 2024.

Raleigh St. and Virgina St. The
spill began at 9:30 a.m. and
ended at 10:30 a.m. Approxim-
ately 31,500 gallons of un-
treated wastewater discharged
into the waters of the state trib-
utary to the Roanoke River in
the Roanoke River Basin. In-
flow into the sewer collection
system exceeded the carrying
