Dear Mr. Boss:
In response to the Notice of Violation listed above, we would like to emphasize that the
incident on 2/9/2024 was caused by a valve failure, which is an unfortunate but
occasional part of plant operations. The approximate time from discovery to diverting the
water for repairs to be made was 45 minutes. During the time the bypass occurred, the
water received primary, secondary, and disinfection treatment, so the negative impacts
were mitigated as much as possible due to the fact that the water received treatment
processes.
As a preventative measure, we continue to review the plant and its components on a daily
basis as part of our regular operations duties so that we can address any issues if they
were to appear. Because of our attentiveness to the plant, the incident that occurred
2/9/2024 was quickly identified and corrected. We then followed protocol by consulting
DEQ and by submitting the written bypass report within the required 5-day reporting
window.
The following week, we conducted sampling as part of our regular monitoring. On
2/13/24, we reported a high fecal at the plant, but subsequent samples on 2/14/24 and
2/15/24 were compliant, demonstrating that the issue has been addressed and the plant is
meeting its limits. BOD data on 2/13/24 and 2/14/24 also meet weekly discharge limits;
the data are included as an attachment for your review. Although another week of the
month remains, we expect that the plant will meet all of its limits for the month, with the
exception of the high fecal on 2/13/24.
