General Information for City of Salisbury WWTP
(Grant Creek Treatment Train and Town Creek Treatment Train)
January — December 2023
City of Salisbury WWTP consists of two treatment trains. Effluents from the
Grant Creek and Town Creek treatment trains are disinfected at each train
then combined and dechlorinated at the Yadkin Effluent treatment train,
which is located downstream of Grant Creek treatment train before being
discharged at Outfall 001 into the Yadkin River. Chlorine is primary
disinfection followed by dechlorination.
Design flow of the Grant Creek Treatment Train is 7.5 MGD, Town Creek
Treatment Train is 5.0 MGD and the City of Salisbury WWTP is permitted
at 12.5 MGD.
The Headworks Analyses for Grant Creek and Town Creek Treatment
Trains were approved on February 22, 2018.
Currently, the updated Headworks Analysis has been submitted to DWR.
DWR has acknowledged receipt on September 20, 2022.
The Industrial Waste Survey for both treatment trains was conducted in
2019 and approved by DEQ on December 10, 2019.
The Long -Term Monitoring plan was approved by DEQ on June 22, 2022.
Note: A revised LTMP dated February 8, 2024 has been submitted to the
State for approval. The revision includes the following:
1) Drop Hitachi Metals from the list of industries discharging to
POTW
2) Updated parameter Oil and Grease as now a sampled parameter
for our Uncontrollable Sites.
The Sewer Use Ordinance was approved by PERCS on January 10, 2013
and adopted by City Council on August 20, 2013.
PERCS approved the Enforcement Response Plan on June 17, 2013 and
adopted by City Council on August 20, 2013.

Long Term Monitoring Plan

Sampling Points and Frequencies:
Salisbury has a unique situation in that we have two Treatment Trains at two separate physical locations
that the SIU's discharge into. The chlorinated effluent from the Town Creek Treatment Train (TE) is
combined with the Grant Creek Treatment Train chlorinated effluent (GE). The combined chlorinated
effluents (YE) join together on the Grant Creek property are dechlorinated, then flow through cascade
aeration, and then discharge into the Yadkin River. Although not permitted as separate WWTPs, Town
Creek and Grant Creek Treatment Trains will be treated as separate WWTPs in the LTMP with data from
both sites used to determine pollutant removal efficiencies and plant inhibition thresholds.
All SIUs and Locals are monitored per IU Permit requirements and all POC's once per year. The City
uses a Yearly Monitoring Plan. The Plan is followed as closely as possible weather permitting. If an SIU
is not monitored in the month indicated, it is monitored as soon as possible.
Uncontrollables are composite and/or grab samples at points in the collection system that serves
residential, commercial (including dentists and other medical), and any unpermitted non-SIUs.
Uncontrollable sampling, though not required, will be monitored annually.
Salisbury will use the actual sludge that is disposed of as our sludge sampling requirement per our sludge
disposal permit (WQ0001956) and EPA 503 regs.

Notice of Non -Compliance issued for failure to monitor daily parameters pH and
Temperature at the permitted sampling point Pipe # 01 of permit # 0036.
Teijin (TJN) reported a pH process exceedance of more than 10.00 s.u. that occurred on
10/20/2023, 11/4/2023, 11/5/2023 and 11/6/2023. The City of Salisbury Pretreatment
Department (City) acknowledges that Teijin Automotive Technologies historically have not
had any pH exceedances and that the facility staff closely monitor the pH on their processes
due to customer product tight tolerance demands. In addition, the City had requested that
the process (production and paint areas) wastewater pH be reported for process monitoring
purposes and this may have caused a misunderstanding of where to sample daily pH and
temperature. Follow-up investigation conducted by TJN discovered that all the past reported
daily pH and Temperature readings have been taken from their process and not at the
designated sampling site Pipe # 01. Based on investigation findings and past compliance,
the City has determined that the pH data in question were not representative of the entire
facility (process and domestic wastewater combined) and cannot be considered an effluent
pH limit violation of permit #0036. Please note, Teijin staff began reading daily pH and
Temperature at their permitted sampling point (Pipe # 01) on 11/14/ 2023.

2023. IU received the penalty on January 26, 2023 and collection was pending
at time of the 2022 PAR report.
2023 UPDATE: Payment collection for Penalty was received, per City of
Salisbury Finance, on February 15, 2023.

Rowan Utilities from Innospec Active Chemicals (IPC). The request included the
installation of the following equipment: A Multi -Disc Screw Sludge Press, an 8,000-gallon sludge
storage tank with agitator, a polymer/feed system and a staging area for a roll off box dumpster.
The system will be enclosed in a new 20' X 20' contained building to be located to the West of
the current Dissolved Air Flotation building. City approval for this A to C was given on
March 27, 2023.
Note: All Construction has been completed and operational (per this A to C) since October 2023.
2) An Authorization to Construct (A to C) request was received on June 29, 2023 by Salisbury -
Rowan Utilities from Innospec Active Chemicals (IPC). The request included the
installation of the following equipment: Reactors # R-22, # R-23, and # R-28. City approval for

Updated Authorization to Construct granted 2021: TWO
1. IPC requested an Authorization to Construct (A to C) on March 23,
2021 for an Expansion Plan Project -Phase 1. The request included
the installation of the following equipment: Three new reactors (#15,
#16, and # 17); two new Flaker Units (#4 and # 5) and Flaker feed
tanks; and a new vacuum system.
All the Expansion Plan Project proposed equipment was City
approved for construction on April 7, 2021.
Also included in this A to C request was an increase in IPC's Zinc
parameter Permit Limits from 0.5 pounds/day to 0.75 pounds/day.
The City denied this Zinc increase request, due in part to insufficient
data to support the request.
UPDATE 2023: Reactors # 15, # 16, and #17 are now on-line.
Flaker Unit # 4 is up and running.
At the time of this report-- Flaker Unit #5 is approximately projected
to start in June 2024.
2. An A to C request was received on July 9, 2021 for IPC's Expansion
Plan Project- Phase 2. The request included the installation of the
following equipment: Four new reactors (# 18, #19, #20 and #21),
associated Vacuum System and Ancillary equipment of condensers,
receivers, and a hot oil heater. Also, in the request was the
manufacture of two new products using a new product line process.
Authorization was granted and approved by the City for this A to C
on July 15, 2021.
UPDATE 2023: Reactors # 18, #19 are now operating and on-line.
At time of this report-- Reactor # 20 is approximately projected
to start in June 2024. Reactor #21 is projected to been operation in
February 2024.
The two new products using new product line process are now being
manufactured.
The IUP expires September 30, 2027.
This SIU manufactures surfactants and emollients for the personal care
industry.

Hexagon Agility requested an A to C on September 29, 2022 for a 118,000 square
foot expansion addition to its existing facility. The addition will be used for the
manufacturing and testing of Composite Overwrapped Pressure Vessels. The City
of Salisbury Pretreatment approved this A to C on November 28, 2022 for the
following equipment: An oil and water separator to serve 2 air compressors, a
solids separator, an oil and sand separator and a sample port for sampling.
Hexagon was instructed upon final construction to submit laboratory analysis of
the wastewater discharge generated from the 118,000 to determine if any
adjustments/modifications will be needed to their current Industrial User
Pretreatment Permit. UPDATE 2023: Construction of the 118,000 square foot
building addition should be completed in the first quarter of 2024, and then the
installation of production equipment will begin.
Hexagon Agility manufactures, paints, assembles, packages, ships and installs
compressed natural gas fuel systems for commercial trucks.
