Stormwater Program National Pollutant Discharge Elimination System FOR AGENCY USE ONLY Environmental REPRESENTATIVE OUTFALL STATUS (ROS) Quality REQUEST FORM If a facility is required to sample multiple discharge locations with very similar storm water discharges, the permittee may petition the Director for Representative Outfall Status(ROS). DEQ may grant Representative Outfall Status if storm water discharges from a single outfall are representative of discharges from multiple outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply. If Representative Outfall Status is granted,ALL outfalls are still subject to the qualitative monitoring requirements of the facility's permit—unless otherwise allowed by the permit(such as NCG020000)and DEQ approval. The approval letter from DEQ must be kept on site with the facility's Stormwater Pollution Prevention Plan. The facility must notify DEQ in writing if any changes affect representative status. For questions, please contact the DEQ Regional Office for your area (see page 3). Outfall#3 was located at wood storage area in the middle of the facility. Consequently, the stormwater reported at this location had higher Total Suspended Solids and a higher Chemical Oxygen Demand. Outfalls#1 and#2 have similar results. 4) Detailed explanation about why the outfalls above should be granted Representative Status: or, attach a letter or narrative to discuss this information.) For example, describe how activities and/or materials are similar. The current Stormwater Permit for H. W. Culp Lumber, NCG210186, has three outfalls which all flow into the Curl Tail Creek. The outfalls on Culp's Stormwater Permit are as follows: Outfall Latitude Longitude Comment 001 35.450560 -80.228060 Northwest Corner of property. 002 35.450280 -80.227500 Northwest site of property, not at a property boundary. 003 35.433060 -80.226940 Coordinates are not close to Culp Lumber. Should be -35.448477, -80.22629. When the permit was originally granted, there was a creek running through the property. The creek has now been diverted to an underground pipe running under the property and the flow of the creek is from North to South. The current stormwater monitoring plan designated samples taken at center of the facility (#3), and at the southern tip of the property (#1 &#2). Outfall #3 is no longer accessible since the creek was diverted to an underground pipe. Consequently, taking samples at this location is no longer viable. Water from several drainage ditches run into#2, and this water from #2 flows to #1, which would be the true outfall for the facility. Therefore, we recommend testing the water at#1, and eliminating testing at#2 or#3. The updated coordinates for Outfall #1 should be 35.448102, -80.226129 Page 4 of 6 ( (6. ( t 21 "' N 41 i ,A it r .
