Proiect Summarv: The proposed project is for a pier extension, second platform and two boatlifts along Bogue Sound. 9. Narrative Description: The William and Constance Hall project is located at 127 Camp Morehead Drive within Morehead City, Carteret County. The site is found by following highway 24 east past the Gales Creek Bridge. It is approximately 23,000' (4.4 miles) east of the gales creek bridge. You will turn south (right) onto Camp Morehead Drive and continue for approximately 1400'. The property will be located on the left. The residential property is .39 acres (19,079sf) in its entirety and 1.2' above nhw. Bogue Sound runs along the south side of the property. The upland vegetation mainly consists of lawn grasses, shrubs, and a few trees. There is a 20' x 123' section of 404 jurisdictional wetlands and a 50' x 123'section of coastal wetlands along the 123' of shoreline on Bogue Sound. The waters of Bogue Sound have approximately 25to 3' lunar tidal amplitude. The Division of Water Resources classifies this area as HQW /SA Waters. This area of Bogue Sound is not designated as a Primary Nursery Area and is open to the taking of shellfish. The Morehead City Land Use Plan classifies this area as Medium Density Residential with Conservation within the AECs. According to Google Earth spacial data, the ICWW is located approximately 700' waterward (south) of the proposed pier, pier platform and boatlifts and approximately 100' from the edge of coastal wetlands. The channel would be located approximately 700' from all proposed development. Water depths within this project location are - 2.8'nlw /mlw with connecting water depths of -3' plus nlw /mlw. The bottom substrate is sand. Bogue Sound is approximately 1.56 miles wide at this location. 10) Proposed Development: The applicant wishes to add a pier extension, second platform and two slips with boatlifts to the existing shorter pier and platform. There is an existing pier and platform along the southern portion of the property; however, due to the shallow water depths and SAV habitat, the applicants are asking for the construction of an additional 440' pier, 8' x 20'platform and two slips with boatlifts along Bogue Sound. This area has a 350' span (from the edge of coastal wetlands) of SAV habitat and deeper water depths ( >- 2'nlw) occur at approximately 340' from the marsh edge. Due to the shallow water depths over SAV habitat and the location of the existing shorter pier, which is located over a sandy shoaled SAV area with water depths < l' nlw, the applicant is proposing a pier extension, platform addition and two slips with boatlifts. Field' Investigation Report William and Constance Hall 127 Camp Morehead Drive Page 3 of 3 In order to achieve the necessary depths to span this shallow SAV habitat, the pier would need to be located 470' from normal high water and 440' from the marsh edge. The water depths from 400' to 500' would maintain the required rate of 1' of fall as well as the deeper water depths ( >2' nlw) over the SAV habitat. The pier would intersect an 8' x 20' T -head platform with a 13' x 13' boatlift to the east as well as one to the west of the platform. The most waterward portion of the boatlifts would not exceed a maximum distance of 440' from the edge of marsh. All parts of the docking facility would be landward of the ICWW channel (approximately 700' landward) and a distance of 30' from the western riparian corridor and 25' from the eastern riparian corridor. There would be a total of two slips with boatlifts. The water depths within the slip areas for the proposed dock addition are -2.8' nlw /mlw with connecting water depths of -3' plus nlw /mlw. There are piers along the shoreline to the east and west of this property that extend farther offshore than this proposal. 11. Anticipated Impacts: The proposed dock would shade and incorporate 2270 ft2 of shallow bottom SAV habitat, shade and incorporate 870 ft2 of open water (non SAV). The development would increase the number of slips to a maximum of two with, boatlifts.The proposed placement of the pier addition, platform and boat lifts would reduce the likelihood of prop scarring and incidental prop dredging of the existing SAV habitat. The deeper water depths ( >- 2'nlw) within the new pier location and the shorter distance that the applicants would need to traverse in order to reach the deeper water has the potential to help preserve and re- establish the SAV habitat closer inland. The increase in suspended sediment and turbidity levels from the pier placement would be temporary, occur while the pier placement is taking place and should be minimal given the bottom composition. The location of the proposed docking facility should not be a hindrance to navigation due to the fact all portions would be located landward of the historical channel (700') however it is recommended to add reflectors (meeting Coast Guard Standards) for safety due to the proposed length.
