Subject: Guidance Document for WWTP Expansions

Dear Permittee:
Recognizing that many local governments face the need of pla g for expansions of wastewater
treatment plants, the Division has developed the enclosed g 'dance document. The purpose of this
document is to assist local governments in the planning process by summarizing the steps needed
to obtain all the permits necessary for an expansion.
The Division tracks average flows on a calendar -year basis for all permitted facilities. Those
approaching 80 % of the design hydraulic load of the treatment system are encouraged to start the
planning process to address the increasing flows.
The average flow for calendar year 2005 at your facility was 67% of the hydraulic permitted flow.
Please review this document and consider its applicability to your particular treatment system.
