Clearinghouse under the provisions of the North Carolina Environmental Policy Act.
Attached to this letter are comments made by agencies reviewing this document which identify issues be
regarding this project and if there is a need for an environmental assessement.under the State
Environmental Policy Act. Please submit the requested information regarding the pipeline to Ed
Buchner, Division of Warer Quality to determine the need for an EA. The appropriate document will
need to begin the review process for compliancewith the State Environmental Policy Act. Should you

Application For Funding Under The Clean Water Act
City of New Bern Wastewater Reclamation Project
The Division of Water Quality has reviewed the subject document and has concluded that
there is insufficient information to determine whether or not an EA is required for this
project. The City of New Bern proposes to use the abandoned Martin Marietta quarry site
for the storage and reuse of tertiary treated wastewater as an alternative to direct discharge
into the Neuse River. The Glenburnie quarry site is about 800 acres of natural wetlands,
soil stockpiles, and three former excavation pits which became lakes and highland earthen
roadways along the western side of the Neuse River. Once the purchase of this quarry is
completed as proposed, from Martin Marietta, a series of dikes will be constructed around
the lakes enabling them to receive up to 6 MGD of tertiary treated wastewater. In addition,
an upgrade to the WWTP is proposed to provide the necessary treatment to meet reuse
regulations.
In the last paragraph of section C. part 2 of the narrative, the indication is that the tertiary
treated effluent'would be collected at the discharge point from the WWTP and pumped via
force main to the quarry lakes. However, there isn't any hint of whether or not the pipeline
already exists. If it does not, then, an EA may be required. If it does, then we would need
to understand what the use of the pipeline has been. In part 11. of Exhibit 1, the statement
was made that the major onsite construction activity would involve that of the dikes/levees
around the site. We need clarification that a wastewater conveyance pipeline is not included
in this major activity, since all other minimum criteria for an EA have been met.

SUBJECT: City of New B 's Proposal to Clean Water
Management Trust Fund
While on the surface this appears to be a good way of not discharging
directly to the Neuse River, we think the City needs to determine the fate of the
nutrients and BOD in the treated wasterwater after it enters the three Martin
Marietta waste ponds. Will these pollutants just flow straight through the ponds
and enter the Neuse River via groundwater discharge, i.e., how much "finishing"
can one expect in these ponds? This question needs to be answered before a
decision is made on whether to fund this proposal or not.

Any portion of the proposed project that affects the regulatory 100 year floodplain as shown on
the published Flood Insurance Rate Map (FIRM) must be constructed in accordance with the
Local Flood Damage Prevention Ordinance.
Any portion of the proposed project that affects the floodway as determined by FIRM maps for
any specific area should obtain a "No Impact Certification" or a "Conditional Letter of Map
Revision" (CLOMR) or must fully comply with part 65.7 of 44 CFR. All CLOMR or LOMR
requests must be approved by the local officials prior to being submitted to FEMA. -
