Meeting with State DEM on Wastewater Reuse

1. A Study of the City of New Bern's Wastewater Treatment Plant to meet more stringent
effluent limits is required in the current NPDES Permit.
2. The Martin Marietta Quarry is to be abandoned this fall. We are trying to establish
whether the Quarry property could offer viable land disposal alternatives for New Bern.
3. The State advised that if the effluent can meet NPDES permit limits, there is no storage
requirement.
4. If tertiary treated effluent is stored in the unlined pit, the State Groundwater Section will
probably recognize the effluent is discharging to the river, but no permit would be
required.
5. Tertiary quality effluent (5/2) is required for water reuse.
b. Nitrogen limiting will be looked at very hard in the Neuse River basin by the State
stream modeling, affecting future NPDES permits.
7. New Bern wants to look very hard at getting its WWTP discharge out of river.
8. A mitigating wetlands bank will be considered in the study.
9. Wetlands treatment still is considered a point source discharge by the State: 5/2 limits
will be required. Infiltration into the ground is now considered as nondischarge.
10. The nearby Turf Farm is an option for land application.
11. The State indicated it would be necessary to design for the 20 Year Wet Year. It may
be necessary to surface discharge under that circumstance.

12. The State would look very favorable to a reduced flow scenario where a portion of New
Bern's wastewater was non -discharge. The State may consider wet year and winter only
discharge limits.
13. New Bern should consider low water use plumbing. It may be more cost effective for
the City to buy retrofitting for older homes rather than expand its treatment plant.
14. Tertiary treatment appears to be required for all alternatives.
15. Wetlands preceding the storage pits may help uptake nitrogen preventing algae growth
in lagoons. Detention in the pits of more than 15 days can produce algae.
16. Aerating the lagoon volatilizes nitrogen. We may want to install surface aerators or
fountains.
17. We conclude that lining of the lagoon should not be required with tertiary treated
wastewater.
18. State recommends that we gather more data and meet with regional staff and the
groundwater section later.
19. There is a meeting scheduled with Roger Ferrell of COE in New Bern on August 8.
20. The new water reuse regulations are drafted and will go before the Environmental
Management Commission on July 12. These regulations broaden the uses of water reuse
and include the requirements on distribution system piping.
21. Tertiary Filters or Fine Solids Settling Ponds are recommended for tertiary treatment.
Tertiary Filters are preferred for algae control, etc.
22. Kevin advised after the meeting that 10 PPM Nitrogen would be a groundwater discharge
requirement.
