8. PROJECT SUMMARY:
The site is located at 769 Bells Island Road, Currituck County, adjacent to Currituck Sound and a man-
made canal. A replacement bulkhead fronted by a riprap revetment was recently installed along 850
feet of the shoreline in accordance with Major Permit 112-22. As an addition to the original project,
three elevated timber accessways are being requested to provide safe recreational/pedestrian access
across the revetment to the water.
9. NARRATIVE DESCRIPTION:
The proposed project is within the Bells Island Campground located near the southern end of Bells
Island in Currituck County. In total, the property is 20.29 acres in size and is bisected by Bells Island
Road. The campground occupies the 9.41 acres east of Bells Island Road.
Upland elevations on the property range between one and three feet (NGVD). Soils adjoining the
recently installed riprap revetment are principally comprised of Dragston loamy fine sands. The
adjacent riparian property to the northwest contains a single-family dwelling with a bulkheaded
shoreline. The adjacent riparian property to the southeast contains a single-family dwelling with a
riprap shoreline. Currently, the property contains gravel parking areas and driveways, a tennis court,
two single-family dwellings, a garage, multiple designated camping areas, bath houses, a pier, a fixed
platform, a recently installed boat ramp, and 850 feet of recently installed replacement vinyl bulkhead
fronted by a riprap revetment.
A 0.023-acre family cemetery (labelled "Woodard, E R . N U" on County GIS maps) is located in the
north-central portion of the property.
The project site is located along the shoreline of Currituck Sound and a connected man-made canal
along the northern property line. Adjoining waters are classified as Joint Waters that are jointly
managed by NC Marine Fisheries Commission and NC Wildlife Resources Commission. Adjoining
waters are classified as SC and are closed to shellfishing. Water depths along the shoreline range from
-1.0 feet to -3.2 feet, with an average depth of -2.5 feet. The substrate just offshore of the riprap
revetment is comprised of muddy sand. No wetlands or submerged aquatic vegetation were observed at
the time of site inspection.
10.PROJECT DESCRIPTION:
This Minor Modification is being requested to allow modification of CAMA Major Permit Number
112-22. The requested modification consists of the addition of three (3) elevated timber accessways
over a riprap revetment recently installed along the main shoreline (i.e., Currituck Sound). Including a
set of stairs on each end, each of the elevated structures will measure 4.0 feet by 14.5 feet (for 58 square
feet each). The structures will be constructed on upland and lifted into place as one unit with excavator.
The pilings will be installed hydraulically to secure structure in place.
11. ANTICIPATED IMPACTS:
In total, 174 square feet of previously permitted riprap revetment will be shaded. Of this total, 138
square feet will be above the normal water line (NWL) and 36 square feet will be below NWL. An
archeological assessment of the family cemetery has not been conducted; however, no activities are
proposed within or near the cemetery.

Proposed Development Purpose:
