Impact 2A in the PCN was listed as a "crossing" but on the impact maps, 2A was listed as "lot fill". Could you please provide clarification on what the impact is consisting of? I'm having trouble figuring out if the impact is some sort of grading for the SCM pipe or something different. Response: This has been adjusted to "crossing" on the impact map sheet. 2. It appears that the impacts of 2A, 213, 2C, 2D, and 2E. affect the headwaters of Stream C. Can you explain how Stream C is able to maintain its hydrology under the current site design? The SCM drainage appears to be directing water upstream of feature C and it is unclear how Stream C will maintain its current flow. If the impacts are leading to a loss of stream function, I will need to request an updated PCN (table) that reflects the permanent stream loss. Response: After discussions with Town of Apex Water Resources staff, we have adjusted the storm system to bypass 1.64 acres from SCM #1 to Stream V to maintain the hydrology in the area. While flow to the channel is reduced, bypassing impervious areas through the storm systems, utilizing retaining wall weep holes, and allowing rear lots to bypass the SCM will provide a significant amount of flow through the stream while still providing nutrient removal and overtreatment of other areas within SCM #1 and #2. The retaining wall drains at the bottom of the walls will also direct surface runoff from yards to Stream Vas requested by DWQ staff. This is a request for additional information and this project will be considered on hold until the information needed above has been provided.
