DEQ requests additional information about this situation.
1) Was the local MS4 program notified of the bypass?
2) Has the local MS4 program been contacted about the proposed bypass?
3) Does the facility have a Post Construction Stormwater Permit(from the local MS4 Program), or is the Industrial
Stormwater Permit NCG081037 the only permit involved?
4) What is the anticipated quality of the water that would be discharged and how do you anticipate that comparing
to the discharge from the sand filter?
5) What is the estimated length of time that a bypass would be needed?

Subject: Stormwater Sand Filter Bypass at COC No. NCG081037
Good afternoon, Mr. Eplin.
Reaching out to notify DEQ of a recent stormwater discharge that has recently been determined to have bypassed the
sand filter at Pond 3 at the South Charlotte Transfer Station located in Mecklenburg County(COC No. NCG081037). The
discharge has been determined to have occurred on January 9, 2024. The stormwater was sampled at that time and
there were no benchmark exceedances observed in the analytical results. We will follow up with you early next week
with more details and would like to discuss the need for dewatering of the pond so that the sand filter can be
rehabilitated.
