Reaching out to notify DEQ of a recent stormwater discharge that has recently been determined to have bypassed the sand filter at Pond 3 at the South Charlotte Transfer Station located in Mecklenburg County(COC No. NCG081037). The discharge has been determined to have occurred on January 9, 2024. The stormwater was sampled at that time and there were no benchmark exceedances observed in the analytical results. Center Avenue Suite 301 Mooresville,NC 28115 Re: Waste Connections—South Charlotte Transfer Station Unanticipated and Anticipated Stormwater Bypass Report Facility Location--1710 Westinghouse Boulevard,Charlotte,NC 28273 Stormwater Discharge Permit COC No.NCGO81037 Dear Mr.Eplin, In accordance with the National Pollutant Discharge Elimination System(NPDES)North Carolina Department of Environmental Quality(NCDEQ)Division of Energy,Mineral and Land Resources (DEMLR)General Permit No.NCG080000,Waste Connections of North Carolina, Inc. (Waste Connections)submits this letter of notification to DEMLR to report a stormwater discharge that has recently been determined to have bypassed the sand filter at Pond 3 at the Waste Connection—South Charlotte Transfer Facility located at 1710 Westinghouse Boulevard,Charlotte,NC 28273 (COC No. NCG081037). The discharge has been determined to have occurred on January 9,2024. The stormwater was sampled at that time and there were no benchmark exceedances observed in the analytical results. Based on the lack of benchmark exceedances,it is anticipated that there are no effects of the stormwater bypass.Please see the attached analytical results from the outfall associated with the sand filter at Pond 3.An estimate of 23,058.7 gallons has bypassed the sand filter. Waste Connections is coordinating with a subcontractor to repair the sand filter at Pond 3.To do so, the subcontractor requests for Pond 3 to be dewatered. Based on the lack of benchmark exceedances from Outfall 003,Waste Connections is looking to dewater approximately 73,500 gallons using dewatering sediment filter bags.Until the pond is repaired,there will be periodic bypasses depending on rain events.
