RECDVE Subject: NPDES Stormwater Permit NCS000349 SEP _ 1 2016 North Carolina Renewable Power, Lumberton, LLC. Exceedance of Benchmark Values 7E YETTEVILLEREGIONALOFFICE We have determined that there has been 4 exceedances of the benchmark values over the term of the above referenced permit. We have conducted evaluations and remediation of those 2016 exceedances as follows: March 2016: Inspected the outfalls and the surrounding areas and determined that the old galvanized piping leading from the catch basin to the creek were corroded and had multiple holes exceeding 12". This came from all the years of the facility being shut down. All of the old galvanized piping was removed and replaced with new PVC piping. August 2016: Inspected the outfall and the surrounding area and found that the property was being used as a lay down yard for new equipment for an off-site project. The equipment was originally covered with plastic to prevent rain from running off the equipment and into the outfall but a recent storm uncovered the equipment exposing it to the elements. The equipment in photos I and 2 are primarily manufactured with copper and aluminum with significant soldering and brazing. Since there is nothing else in the area that could produce elevated aluminum, copper and zinc levels, we have had the equipment moved well away from any outfall, see photo 3. We will inspect the equipment on our daily rounds to insure that they stay covered and we will continue monthly sampling of the outfall to insure our numbers return to acceptable levels. During the months of April thru July 2016 the outfall did not produce a flow when checked immediately following each stone event. The soil on the property in general, and around all of our catch basins, is extremely sandy, and as such rarely produces a flow. In order to get the sample in August we had to obtain the sample during the rain event. We will continue collecting samples once we reach the event threshold even if that means collecting during the storm event. We are exploring other options to automatically collect samples once we reach the event threshold to insure our compliance.
