Per your Additional Information Request dated September 30, 2015 we are pro
requested information and responses in order for you to continue the review of the Pre- o �n�cES
Notification (PCN) application for the Andrews Chapel project. Please note that the changes requestT
resulted in a decrease of overall wetland impacts and compensatory mitigation responsibility, therefore an
updated Section C.2 and D.3 of the PCN is included.
A) Please provide additional information supporting that minimization has been done to the
maximum extent practicable, particularly wetland impacts 4A, 4B, 5A, 513, 5C and 6A.
1) Impact Area 4 -the project engineer has increased limits of the retaining wall in order to
minimize fill area at Impact 4D. The 4A & 4B impact areas could not be avoided because of the
existing elevations of the Brier Creek stub and the vertical curvature and fill required in this area.
Please see the Brier Creek Parkway Profile dated October 13, 2015.
2) Impact Area 5 -The parking lot was reconfigured and shifted closer to Road A in order to
reduce wetland fill while maintaining minimum allowable parking spaces (i.e. 68). Please see
Article 10 Parking & Loading, Section 10.3 table from the Durham UDO.
3) Impact Area 6 -Lot #24 was relocated and have converted the original location to open space
in order to maintain existing wetland area; Road fill along Road "E" and Road "F" has been
reduced by adding retaining walls at the adequate distance from the ROW lines, based on the
City of Durham Ordinances.
B) Re- direction of storm water flows away from the wetlands downslope of sites 4D and 6C, please
address the indirect impacts to those wetlands, and /or re- design the storm water so that indirect
impacts are minimized.
1) The outfall from BMP #3 (i.e. site 4D) has been relocated to a point further upstream to reduce
the indirect impacts of the wetland. It was discussed in our meeting that the engineers would
attempt to get the outfall higher up on the wetland area to reduce /avoid the indirect impacts all
together, however that ended up not being feasible for the following reasons:
a) The bottom of the wet pond is at elevation 278.00. This elevation is necessary to
achieve the water quality volume needed to comply with NCDENR and City of Durham
wet pond design standards.
b) The outlet pipe from the pond is designed to discharge at elevation 282.00 (4' higher
than the bottom of pond). This will require a pump to be brought onsite for maintenance
activities.
c) Although moving the discharge point further upstream would reduce the indirect
impacts to the adjacent wetlands, the project engineers are not comfortable with needing
to pump more than 4' of water from the pond.
Therefore, we have now proposed compensatory mitigation for the 1, 920 ft2 area at a 1:1
mitigation ratio. Exhibit 1 E4 has been updated, along with the impact table within the PCN.
2) The wetland area at site 6C is being recharged by offsite drainage, an additional exhibit has
been added for clarification, see exhibit IE6A
