Regional Supervisor Water Quality Regional Operations Section NCDEQ-Division of Water Resources Asheville Regional Office 2090 US Highway 70 Swannanoa, NC 28778 Subject: NOV Response to: NOV-2024-DV-0055 Sanitary Sewer Overflow: January 9, 2024 Collection System Permit # WQCS00028 Incident # 202400244 Dear Mr. Boss, We have reviewed the violations cited in NOV-2024-DV-0055 referenced from the self-reported SSO 5-Day Report. On January 9th 2024 City of Morganton Distribution and Collection crews observed the junction box at Vine Arden Rd. overflowing due to severe rainfall from Winter Storm Finn. A Public Notice was issued and a 24hr report was called in to The State of North Carolina Emergency Management on the following day, 01/10/2024 @ 9:55 A.M. To Melanie Kemp. This was followed with the Required 5 Day report which was completed on line within the 5 days required. Subject: NOV Response to: NOV-2024-DV-0055 Sanitary Sewer Overflow: January 9, 2024 Collection System Permit # WQCS00028 Incident # 202400245 We have also reviewed the violations cited in NOV-2024-DV-0055 referenced from the self-reported SSO 5-Day Report. On January 9th 2024 During Severe Rainfall during Winter Storm Finn, City of Morganton Collections personnel received an alarm from the pump station located at 135 Bost Rd. Upon arriving and noticing an overflow occurring a Contractor was called and pumped the station until it was down to normal range. A 24hr report was called in to The State of North Carolina Emergency Management on the following day, 01/10/2024 @ 9:55 A.M. To Melanie Kemp. This was followed with the Required 5 Day report which was completed on line within the 5 days required. We hope that the details explained in this letter will be taken into consideration when the determination of a civil penalty assessment is made.
